    We are looking for a Clinical Pharmacy & FQHC Policy Specialist for the Benefit Management Division of the Health Policy Office (HPO)!

    HPO is responsible for the administration and performance of Medicaid State Plan benefits and services, and the Child Health Plan Plus (CHP+). Staff within HPO are responsible for fee for service benefits implementation and administration, stakeholder relations, perinatal, youth and child health, policy development and implementation, contract management and performance, program administration and overall Medicaid program performance. HPO plays an instrumental role in achieving HCPF's mission to improve access to cost-effective, quality health care services for Health First Colorado members.

    The Benefits Management Section is responsible for ensuring that benefit coverage decisions are based on the best available clinical evidence and that all benefit coverage policies promote the improved health and functioning of Medicaid clients. The Section is the lead on Medical Assistance Rules, analysis of program rules and regulations and overall benefit coverage determinations of the Medicaid program. The Section is responsible for maximizing the overall performance of Medicaid services and programs.

    This position can work fully remotely from anywhere in the State of Colorado.

    Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

WHAT YOU'LL BE DOING AS CLINICAL PHARMACY & FQHC POLICY SPECIALIST:

  • Subject Matter Expert responsible for Clinical Pharmacy and Federally Qualified Health Centers (FQHCs) and overall benefit policy management activities for the Benefit Management Section for assigned benefits and policies.

  • Coordinates policy development for Clinical Pharmacy Benefits, FQHCs, and Non-Physician Administered Drug benefits on the Health First Colorado fee schedule.

  • Manages policy concerns and provider support for the benefits and policies listed, including working with other sections to identify and establish metrics and/or benchmarks to monitor policy changes, track and monitor utilization and expenditures, provide or participate in quality improvement reviews.

  • Ensures compliance with applicable federal and state rules by guiding the implementation of policy across differing benefits and teams.

  • Advises members, providers, stakeholders and other staff on issues related to benefits coverage, billing, and reimbursement for assigned benefits and policies, guiding them to appropriate resources.

  • Collaborates with the Pharmacy Office to manage projects and implement HB21-1275, which includes providing reimbursement for the professional services rendered by pharmacists.

  • Identifies issues that require additional clarification and drafts necessary Provider Bulletin articles and makes necessary updates and revisions to respective billing manuals.

  • Develops comprehensive work plans including performance metrics and deliverables, ensuring project and program deadlines are met.

  • Investigates complaints, addressing certain provider billing issues when necessary, addressing client issues, and representing HCPF as needed.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

There are two ways to qualify for this position:

Option 1:

Experience Only:

Six (6) total years of professional experience in policy analysis, health care administration, public health, or an occupational field closely related

Option 2:

Education and Experience:

Bachelor's degree from an accredited institution in Health Care Administration, Public Health, Political Science, or a field of study related to the work assignment

AND

Two (2) years of professional experience in policy analysis, health care administration, public health, or an occupational field closely related.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

    PREFERRED QUALIFICATIONS

  • Previous relevant professional state experience

  • Masters Degree in Public Administration, Health Care Administration, Public Health, or related field

  • Professional experience with:

  • Analyzing, implementing and evaluating policy, legislation and/or regulations of health care policy

  • Using written skills to communicate complex information

  • Stakeholder engagement and public speaking

  • Project management

    DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

    CONDITIONS OF EMPLOYMENT
