This position will assist the Division Maintenance Engineer in the planning, organizing, directing and monitoring all maintenance operation activities in the Division to provide a safe and efficient highway system. Manages these activities within budgetary constraints and organize/directs the program for the areas. Position will assist Senior Division Management regarding specialized reporting to the Secretary and Chief Engineer’s offices. Responsibilities include management and supervision of several Division 10’s Maintenance Units, oversight and management of the Division’s Contract Resurfacing and Preservation Programs, the Division’s Interstate Maintenance Program, and the Division’s Secondary Construction Program, including developing and maintaining HMIP. Position serves as the Division lead representative for the I-77 Mobility Partners contract and will be required to troubleshoot issues and coordinate with management on solutions. Position also implements Division directives and provides direct technical and administrative support to all Engineers, Managers, and Supervisors. Performs advanced engineering calculations; provides engineering technical assistance; assists in the development and implementation of other various Division programs. Responds to inquiries from the public, DOT management and news media, etc. regarding DOT policies and procedures, Division maintenance projects, plans and proposed work. Position serves as the Division Disaster Liaison and oversees storm events, disaster sites, and works with FEMA and FHWA personnel on disaster reimbursements. Thorough knowledge of professional engineering theory, techniques, practices and procedures; skills in applying this knowledge. Ability to apply general knowledge of local, state and federal regulations governing the area of work. This position requires the ability to independently perform engineering analyses and prepare technical, statistical and managerial reports. The position requires the ability to maintain multiple projects and complete difficult assignments within specified time requirements. The employee must direct the work of other engineers, apply engineering principles to difficult or complex engineering problems, and make sound recommendations and decisions. Employee must be able to manage and direct the annual budget for the reporting units.

Ability to communicate with individual work units, organization, external customers, and the public on program elements and/or engineering/architect resources. Ability to disseminate information on changes in policies, procedures, and protocols. Ability to prepare and organize written reports; may require ability to review written reports; ability to guide staff in providing appropriate documentation to support conclusions. Ability to acquire basic understanding of working relationships with co-workers and others to achieve work goals. May require ability to act as representative to the media. Prefer experience with SAP/R3 and BEACON.

Minimum Education and Experience Requirements

Bachelor s degree in engineering from an appropriately accredited institution and a minimum of six years (6) progressive engineering experience including four (4) years of supervisory experience. Necessary Special Qualifications: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
