In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As a Social Services Information System (SSIS) Fiscal subject matter expert you will ensure that SSIS follows federal and state policy mandates including guidelines for the fiscal requirements of the delivery of child protection, child welfare, and other social services in Minnesota. In this role you will apply knowledge of state and federal fiscal documentation and reporting requirements to analyze business requirements for both new development and on-going system maintenance. The SSIS Fiscal Subject Matter Expert Trainer will also develop an understanding of local agency SSIS Fiscal training needs and develop user support plans. This staff will work closely with partners, including MNIT staff, local agencies, and others, to ensure that solutions meet all policy and program requirements and are functional solutions for the end users. Responsibilities include:

  • Primary liaison to both technical and policy staff to ensure that policy is accurately reflected and implemented through the system and trained to the applicable SSIS Users.

  • Serving on a variety of inter-agency, inter-divisional, and cross-systems teams.

  • Coordinates meetings and committees to gather local agency input for SSIS Fiscal new development, enhancements, training, and on-going maintenance.

Minimum Qualifications

Three (3) years of professional experience in using the Social Services Information System with a focus on financial, payment, eligibility, claiming, or accounting work.

Experience must demonstrate the following:

  • Understanding of state and federal reporting requirements in SSIS Fiscal.

  • Expertise using SSIS Fiscal module for title IV-E eligibility, healthcare claiming and fiscal reporting.

  • Knowledge of the function and requirements of social services work in Minnesota in counties or tribes.

  • Experience in facilitating or participating effectively in group discussions.

  • Experience to problem solve and make decisions.

  • A Bachelor’s Degree in a related field may substitute for 1 year of experience.

Preferred Qualifications

  • Knowledge of federal and state Social Services laws, statutes, and regulations related to child welfare.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Experience with creating and/or delivering training or presentations to a diverse audience.

  • Communication skills to provide prompt, courteous and accurate information to leadership, coworkers, and local agency staff and management.

  • Experience in project management.
