This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.

As a Software Developer, you will design and create criminal justice information and integration applications for the Bureau of Criminal Apprehension in the Minnesota Justice Information Services department. This position will also provide systems analysis and input into database design including the construction of logical and physical data models and technical expertise in the development of client server application systems including web based applications, web services, and message brokers. You will provide ongoing support for applications by defining, documenting, and implementing solutions for new requirements. You will also work with technical and business staff and vendors to implement solutions to meet development needs.

This position requires an employee to be onsite at the work location two (2) days per week.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Position requires a minimum of four (4) years of IT experience in application development, design, and implementation.

Experience must include the following:

  • Four years of experience with Java development in Eclipse, IntelliJ, or other Java IDE.

  • Four years of experience with .NET 4.6 or newer with Java object-oriented framework.

  • Four years of experience with XQuery and NoSQL database.

  • Four years of experience with debugging and problem solving object-oriented frameworks.

  • Microsoft SQL Server and writing T-SQL.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Four years of experience working with ASP.NET MVC.

  • Four years of experience XML Schemas.

  • Four years of unit testing experience using NUnit or JUnit as well as Test Driven Development

  • Four years of experience using Entity Framework and using Bootstrap 4/5.

  • Experience as a member of an Agile Scrum development team.

  • Strong communication skills sufficient to clearly communicate highly technical concepts, and to introduce new technological tools or methods.
