The Background Studies Division (BGS) in the Office of Inspector General has two (2) vacant Quality Specialist positions that we are seeking to join our new, fast-growing Quality Management (QM) team. Through the application of quality management methods, principles, and techniques the Quality Specialists will implement and maintain quality management systems, including but not limited to quality reviews, internal audits, validation, document control, process control, acceptance activities, and corrective and preventative action for all facets of DHS’ statewide background study system to ensure compliance with state and federal background study laws that traverse publicly funded healthcare and human services programs.

Responsibilities include:

· Perform routine quality assurance (QA), and/or quality control (QC) related functions

· Review newly written or revised policies and/or protocols, process specifications, and system requirements, for accuracy and completeness

· Analyze data, draw conclusions, and make decisions for next steps on assigned projects with minimal instruction or direction through critical decision points

· Provide quality management system (QMS) training and related expertise to staff as needed

· Write documents, maintain scorecards, and/or contribute to the development of reports

· Support the BGS Division’s Quality Management System (QMS) readiness activities

· Support compliance and quality management teams by performing trend analysis for various aspects of DHS’ statewide background study system; and maintain up-to-date knowledge of regulations, policies, and procedures

· Analyze data, evaluate activities, and complete reports and scorecards to assess accuracy and controls

· Serve as liaison and quality expert on behalf of the division interfacing with various stakeholders

Minimum Qualifications

Three (3) years of experience in quality management systems (QMS), such as quality assurance (QA) or quality control (QC) in the government sector or similar field

Experience must demonstrate the following:

· Knowledge of quality management systems (QMS), including methods, principles, and techniques

· Working knowledge of quality management standards and government compliance

· Ability to read, analyze, and interpret state and federal statutes, regulations, and policy guidance

· Exceptional attention to detail, data analysis and organizational skills

· Knowledge of publicly funded health care and human service programs

· Experience with automation and performance testing tools

· Proficiency in using computers/software applications, including collaborative platforms such as SharePoint, WebEx; and Microsoft applications: Word, Excel, Outlook, PowerPoint, Access, and Teams

Preferred Qualifications

· Certification in Criminal Justice Information System (CJIS) Security Awareness

· Any certification in Quality Management Systems (QMS), or Business Process Improvement (e.g., Lean/Six Sigma, BPM, CBAP, CQI, etc.)

· Strong written, verbal, and interpersonal relationship skills

· Knowledge of documentation principles and processes

· Skills in accuracy, proofreading, problem solving, and root cause analysis to evaluate a course of actions

· Ability to organize/prioritize work, handle workload independently and meet critical deadlines

· Variety of experiences working effectively with others from different backgrounds and cultures
