In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF in June 2025.
This leadership position directs the Office of Inspector General’s (OIG) operations, policy and analytics division, and is responsible for supporting achievement of OIG’s licensing and program integrity missions by ensuring effective and efficient management of enterprise-wide business operations, legislative policy, stakeholder engagement (internal and external), and data and analytics.
Responsibilities include but are not limited the following:
Ensure business operations, including administrative policy development, collaborative software utilization, and office management, are effectively managed to meet the complex business needs of OIG’s divisions necessary to enable mission achievement.
Manage the planning, development, and execution of OIG’s annual budget and legislative policy agenda to support DCYF and OIG’s strategic plans in compliance with applicable state and agency rules and regulations, including maintaining relationships with OIG’s internal and external stakeholders.
Direct and implement the vision and strategy for data analytics initiatives for the Office of Inspector General to inform OIG regulatory and program integrity decisions and guide how data and analytics are developed in alignment with the DCYF and OIG mission and vision.
Lead the development, implementation, and maintenance of strategic and workforce plans that serve as near, mid, and long-term roadmaps for meeting OIG’s statutory responsibilities.
Manage division business continuity and risk management activities to identify, assess, and control risks to OIG operations, and to help ensure OIG is prepared to carry out its functions during continuity events.
Minimum Qualifications

Professional leadership or supervisory experience.
AND
Two (2) years of experience managing programs, including strategic planning and directing the work of staff OR 5 years of professional leadership or supervisory experience.
Experience must demonstrate the following:
Lead the development, implementation, and maintenance of business operations policies, procedures, and protocols to support achievement of an organization’s mission priorities.
Lead the planning, development, and execution of annual budgets and/or legislative policy agenda to support achievement of an organization’s mission priorities.
Development, implementation, and maintenance of strategic and/or workforce planning to support achievement of an organizations mission priorities.
Planning, developing, and implementing data analytics initiatives to support achievement of an organizations mission priorities.
Preferred Qualifications
Extensive knowledge of the State of Minnesota business operations, legislative policy, stakeholder engagement, fiscal, human resources, and internal controls policy, procedures, statutes, rules and requirements governing regulatory and program integrity missions.
Knowledge and experience developing business continuity practices, policies, and protocols, including development of an organization’s Continuity of Operations Plan (COOP) and input into agency-wide prioritization frameworks.
Knowledge and experience assessing the costs and benefits of public program activities and translate this data into effective and efficient legislative policy proposals.
Knowledge and understanding of the theory and practices of operational planning; resource allocation; priorities management; budget management; public administration; legislative processes, procedures, and documents.
Able to conceptualize, implement, and evaluate practical solutions in a politically and programmatically complex environment.
Strong critical thinking in order to make executive level decisions.
Able to keep focused on long range issues while meeting short range operational demands.
Able to communicate clearly, effectively, and persuasively in writing, at meetings and in public speaking.
Able to write technical documents, i.e., law, policies, and reports.
Variety of experiences working effectively with others from different backgrounds and cultures.
