This position will perform professional level Human Resources work for the Office of Cannabis Management (OCM). This includes providing consultation in the areas of classification, recruitment and selection; compensation, affirmative action, and transactions.
Responsibilities include:
Conducting classification audits and participating in classification studies so that the classification structure of the OCM is consistently and equitably maintained and managed.
Performing full cycle recruitment and selection processes including posting positions, screening candidates, determining compensation and leading the job offer process.
Participating and promoting activities related to Affirmative Action (AA), Equal Employment Opportunity (EEO), and Diversity and Inclusion (D&I) including completing Monitoring the Hiring Process, Pre-Offer Reviews and attending DEI and ACCESS meetings.
Interpreting and guiding staff on collective bargaining agreements, rules, administrative procedures and statutes related to human resources and employment.
This position is located in St. Paul and will have the opportunity to telework from home 2 days per week.
Minimum Qualifications
To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
Two years of progressively responsible human resource experience in the areas of recruitment, classification and compensation. This includes reviewing position descriptions, posting and recruiting for positions, determining appropriate classifications by completing job audits and analyzing compensation requests for experience and equity.
A bachelor’s degree in Human Resources, Business Administration, Organizational Development or related field may substitute for one year of experience. An associate’s degree in one of these areas may substitute for six months of experience.
Additional required experience:
Knowledge of and experience with SEMA4 and Recruiting Solutions, or other HRIS/Recruitment software.
Experience conducting classification audits and working within a large and complex classification structure.
Strong organizational skills and attention to detail; capable of handling multiple projects simultaneously while meeting deadline objectives.

Preferred Qualifications
Experience using SEMA4 and Recruiting Solutions, processing and approving routine and non-routine human resources transactions.
Experience working in a union environment, including contract interpretation and administration of union/labor contracts related to personnel transactions or vacancy filling.
Experience coordinating and promoting diversity, equity, and inclusion in the workplace.
Experience recruiting job candidates and attending job fairs as a recruiter.
Proficiency in recognizing, handling, and maintaining sensitive and confidential information.
