This position is a member of the Research and Data Analysis Team within the Health Care Research and Quality (HRQ) Division of DHS’s Health Care Administration. The Research and Data and Analysis Team is collectively responsible for analyzing DHS health care data for purposes such as estimating the need for health care services, evaluating and improving payment methodologies, estimating the impact of changes in delivery and payment systems, and measuring and evaluating health care utilization and outcomes. Members of the team extract and summarize data as well as perform complex analyses of data and study results to support program and administrative decision making. Members of the team also provide technical direction and consultation to management and staff and represent the Division on planning teams charged with collection and dissemination of information related to the above activities.

The successful candidate will serve as Research Data Analyst and conducts quantitative research and analysis for the Research and Data Analysis Unit. The position provides high-level research expertise for the Health Care Administration (HCA). The position is responsible for core data analyst functions such as responding to requests for complex data extraction and analytics, producing and interpreting data summaries and reports, interfacing with internal and external customers, participating on cross-functional project teams, maintaining subject matter expertise in select aspects of DHS data and data systems, and participating in special projects as needed. Duties include developing and executing various research projects within the Division, such as the areas of health care needs, utilization, service delivery, costs and outcomes; health disparities and other epidemiological or demographic studies needed by the department.

Minimum Qualifications

Three (3) years of professional experience demonstrating the following:

· Data collection, data manipulation or data transformation.

· Experience in interpretation of data and statistical analysis.

· SAS professional programming or similar statistical programs such as R, SPSS, Stata.

*Bachelor’s Degree in a health science or a related field may substitute for 1 year of experience OR Master’s degree in either a health science or related social science field may substitute for 2 years of experience.

Preferred Qualifications

  • Master’s degree in either a health science or related social science.

  • Knowledge of SQL in addition to one of the required analytical programming languages.

  • Basic knowledge of Minnesota Health Care Programs both fee for service and managed care.

  • Experience with research or analysis using large health care claims databases stored in complex data warehouse systems.

  • Experience with project management, technical and non-technical report writing, and oral presentation of analysis and research results.

  • Understanding of the DHS Health care purchasing strategies, data systems and salient issues of providing services through managed care and fee-for-service delivery systems.

  • Experience interpreting and applying complex standards, statutes, rules, laws and regulations.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
