In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

Job Summary

*While this position is eligible for Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) , employees must live in Minnesota or a neighboring state (Iowa, Wisconsin, North Dakota, South Dakota) and must commute to attend in office meetings, typically held quarterly. *

The Great Start Compensation Support Payment Program was signed into law in May 2023 and this is an opportunity to be a part of building a new program with a passionate team!

As the Project Manager, you will provide strategic project management for the development, implementation, and continuous quality improvement efforts of the Great Start Compensation Supports Payment Program funded through State General Funds. Signed into law in May 2023, the Great Start Compensation Support Payment Program provides non-competitive payments to eligible child care providers to support the child care industry and early childhood educators in child care settings.

This role requires a savvy, strategic thinker with leadership skills and a passion for public service.

Your responsibilities will include but are not limited to:

  • Project Management : Provide project and portfolio management on large, complex projects with business areas to develop, enhance or retire statewide technology or policy solutions, leading various levels and types of staff from other divisions in the design, development and implementation of small to large and/or complex systems and services related to the Great Start Compensation Support Payment Program.

  • Service Creation/Systems Development and Deployment : Lead the development of large, complex solutions and services in support of the Great Start Compensation Support Payment Program and Statewide enterprise.

  • Business Analysis & Quality Assurance : Perform BA and/or QA functions on projects as required. Lead project teams staff so that analysis and planning for and implementation of complex systemic change is accomplished in a manner that is supported by research and best practice and aligns with the Great Start Compensation Support Payment Program and agency mission and goals to address intended outcomes for programs, children, and families in Minnesota.

Minimum Qualifications

Three (3) years of experience in project management focused roles that must demonstrate the following:

  • Successfully leading teams using modern iterative, human-centered, project management methodologies.

  • Ability to interpret and leverage research, stakeholder input/feedback, and data analytics to make and validate project decisions.

  • Proven ability to deliver projects on time, within scope, and within budget.

  • Skilled in applying knowledge of risk management, budgeting, and resource allocation.

Preferred Qualifications

  • Project Management Professional (PMP) Certification

  • Additional certifications such as Certified Scrum Master (CSM), Program Management Professional (PgMP), or Agile Certified Practitioner (PMI-ACP).

  • Additional years of experience in project management that demonstrate the following:

  • In-depth knowledge of advanced project management techniques and best practices.

  • Specialized knowledge in a relevant industry or sector, including emerging trends and technologies.

  • Advanced proficiency in a variety of project management tools and software.

  • Demonstrated expertise in change management and process improvement.

  • Exceptional negotiation and conflict resolution skills.

  • Experience managing large-scale projects or programs.

  • Track record of working effectively in a rapidly changing environment.

  • Generate commitment and excitement for the project vision with stakeholders.

  • Variety of experiences working effectively with others from a variety of perspectives, backgrounds, and cultures.

  • Capability to lead cross-functional teams.
