Summary

To support the safety function s by ensuring compliance with company, state, and federal regulations and requirements by monitoring drivers' compliance with hours-of-service r ules and overseeing contractor compliance with FMCSA. The Compliance Manager will implement corrective and disciplinary action, and develop and conduct driver safety orientation sessions, and compliance efforts . Furthermore, this position is required to complete the annual mock compliance audit for ATS and affiliated companies. This position requires experience in people management in a fast-moving environment .

Education and Experience

  • Bachelor’s degree (B.A.) from a four-year college or university in safety/compliance or related field; and 4-6 years related experience and training; or equivalent combination of education and experience in the transportation industry resulting in a firm understanding of the Department of Transportation ( DOT) safety regulations (i.e., governing hours of service, driver qualification, hazardous materials , Hazardous Materials Safety Permit , flatbed securement, equipment maintenance).

  • Knowledge of Department of Transportation regulations and the Federal Motor Carrier Safety Act (FMSCA) portal.

  • 2 + years of supervisory/leadership experience required

  • Proven experience in creating and facilitating training ; proven presentation skills .

  • Experience in team building and collaboration with business leaders, 3 rd parties, and internal staff.

  • Outstanding coordination, facilitation, consultation, and conflict resolution skills.

  • Able to foster a culture of transparency and a sense of purpose among the team and create clear accountabilities and metrics using positive and collaborative methods.

  • Strong employee performance management, training and coaching, recognition, and reward skills.

  • Must demonstrate a proactive commitment to ATS corporate values and the success of all staff.

  • Excellent organizational skills, attention to detail , and ability to manage and prioritize workload in a fast-paced environment.

  • Proficient in Microsoft Office (Word, Excel, and Outlook) required .

  • Excellent communication skills (written, listening , and verbal).

  • Willing and able to travel infrequently, including overnight travel.

  • Must be able to maintain a high level of confidentiality.

Essential Duties and Responsibilities

  • Monitor driver compliance with HOS regulations, implementing corrective and disciplinary action as needed.

  • Oversee the function and perform audits , of driver log reports , for compliance with DOT regulations governing hours - of - service (HOS) ; investigate and record all violations and provid e monthly analytical evaluation reports.

  • Manage federally regulated random controlled substance and alcohol testing programs .

  • Administer compliance tools and applications. Manage users, data integrity, and reporting.

  • Manage driver fitness programs, such as sleep studies , sleep apnea programs, driver physicals , medical certifications, and drug testing.

  • Serve as a resource for drivers, contractors, and company personnel on matters related to HOS and all FMCSA compliance regulations including HOS training for new drivers .

  • Monitor contractor compliance with company and federal inspection requirements, implementing corrective and disciplinary action as required .

  • Present new and upcoming regulations at monthly divisional safety meetings .

  • Assist with company-wide compliance efforts, and governmental reporting and compliance.

  • Manage the “CSA Profile” for all ATS and affiliated companies, with the Federal Highway Administration monthly .

  • Act as a liaison with other departments and affiliated companies by providing leadership, training, and education focusing on compliance , and establishing a rapport between departments.

  • Complete an annual mock compliance audit for ATS and all affiliated companies.

  • Work with affiliated company safety managers to improve safety scores.

  • Demonstrates, by their daily actions, ATS Mission, Vision, and Values in a consistent, effective, and reliable manner.

  • Carry out managerial and leadership responsibilities in accordance with ATS’ policies and applicable laws.

  • Complete work responsibilities outside of normal business hours as needed and infrequent travel may be required .
