The Logistics Program Manager will provide contract support that is, non-inherently governmental, across the spectrum of property, fleet, and facilities activities in FALD

Responsibilities

  • Provide oversight and management to the contractor employees in this effort at all specified locations.

  • Distribute the workload to the contractor employees, review policies and procedures, create and track schedules, brief the government on progress, and monitor all program deliverables.

  • Prepare controls, compile data, and review property, fleet, and facility documents and reports; verify information contained in documents and reports to management on matters pertaining to property, fleet, and facility policies and procedures.

  • Provide advice and assistance on all issues impacting Agency property, fleet, and facility operations and should include innovative customer service practices.

  • Collaborate with government Program Managers with special projects, process improvement analysis, and provide recommendations on all property, fleet, and facility matters.

  • Support FALD, to include Program Analyst and Program Managers, with property, fleet, and facility tasks.

  • Develop and establish strategy for the overall property, fleet, and facility programs.

  • Review and analyze reports for accuracy and completeness.

  • Provide advice to FALD Leadership and Program Managers concerning the requirements and preparations for the Department of Defense Consolidated Audit and other audits.

  • Manage and host audit engagements as directed by government Program

  • Oversee PFPA audit readiness Accountant’s work on asset valuation.

  • Manage resources and plans for the PFPA Annual Inventory cycle as directed.

  • Manage resources and plans for the PFPA Annual Fleet Orders as directed.

  • Manage resources and plans for the PFPA Annual square footage review as directed.

  • Lead working groups on behalf of FALD for implementing Agency-wide solutions.

  • Shall socialize Agency-wide efforts across multiple directorates and divisions as directed by government Program Managers.

  • Oversee plans for Government Furnished Property (GFP) accountability in PFPA.

  • Plan, coordinate and lead the FALD System of Record Integration efforts.

  • Plan and brief FALD leadership on the Financial Management requirements in relation to audit readiness.

  • Manage and review asset listing reports from DPAS to identify areas that require quality assurance / quality control (QA/QC), to meet DOD property accountability requirements.

  • Analyze shelf utilization for efficiency plan to re-arrange warehouse and reduce square footage.

  • Implement new property accountability procedures throughout the Agency.

  • Plan, develop, implement and provide oversight for new procedures and controls in facilities, fleet, and property management in order to meet DOD audit requirements.

  • Shall be responsible for developing and implementing all plans (i.e. Fleet Utilization Plan), processes, and controls, as well as making quality recommendations and validating information required in this contract.

  • Oversee daily functions of all personnel

  • Shall have the ability to work closely with a group or an individual to enhance team building, communication, interpersonal relations, meetings, and /or decision-making; and assist in planning, organizing, and directing the all aspects of assigned projects.

  • Develop and establish the strategy for the overall fleet dispatching and maintenance program for the organization; advises management on matters pertaining to fleet and property policies and procedures.

  • Shall update fleet and property program milestones and supports each Directorate's management mission by working with fleet and property managers, other contractors, and customer activities to provide thorough and documented oversight of contractor performance as defined by the terms and conditions of the specific awarded contracts.

  • Review and understand the Federal Acquisition Regulations (FAR), GSA, and DOD regulations, concepts, principals, practices, and instructions applicable to fleet and property.

  • Complete all required DPAS training within 30 days of contract award and utilize the DPAS system to enter any fleet and property-related information for DOD tracking purposes as well as supporting the implementation of DPAS within all PFPA Directorates.

  • Other duties as assigned

Qualifications

  • Bachelor’s Degree in business management, finance, logistics, or any similar field.

  • Minimum four (4) years of specialized experience in program/project management, audit readiness, Acquisition-to-Retire (A2R), or supply chain analysis expertise, preferably related to the logistics, property, fleet, and facilities fields.

  • Possess an Active Secret Clearance.

Knowledge, Skills and Abilities

  • Military Occupational Specialty (MOS) in logistics preferred

  • Ability to pass a National Agency Check with Inquiries (NACI) for computer access.

  • Possess an advance understanding of Logistics, Warehousing, and Property Management to support PFPA Warehouse systems and infrastructure

  • Possess good personal skills such as: communication, teamwork, self-motivation, demonstrable initiative and attention to detail.

  • Ability to communicate effectively, both orally and in writing, and will be required to brief senior leadership periodically.

  • Ability to read and interpret property, fleet, and facility-related policies, regulations, and directives and apply to all activities performed.

  • Knowledge of administrative policies, regulations, precedents and planning, guidelines, and processes

  • Knowledge of DOD program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the effectiveness of program accomplishments

  • Knowledge of relationships with other Army DOD programs impacting Command goals and objectives.

  • Knowledge of the organization and functions, analyze current procedures, conduct various studies such as workflow measurements, identify problems or issues encountered, analyze findings, make recommendations to the program, and prepare approved procedures in policy which are efficient, effective and relative to the process.
