Summary The Inpatient Pharmacy Technician applies standards relating to all aspects of distribution and control of scheduled and non-scheduled drugs. The primary function of a pharmacy technician is to assure the safe and appropriate dispensing of medications. Pharmacy Technicians at this level can work autonomously using independent judgement to perform a full range of duties in pharmacy. Responsibilities Major duties include, but are not limited to the following: A. General Maintains workflow patterns that assure timely delivery of all pharmacy services and ensures accurate dispensing and record keeping documentation. Organizes workload, troubleshoots, and solves problems. Prioritizes and arranges work to ensure appropriate availability of medications to patient care areas. Monitors inventory needs in patient care areas and pharmacy and relays this information to the appropriate Pharmacy personnel. This also includes placing stock in proper storage areas, rotating stock on shelves, and removing/replacing outdated items. Utilize and review reports and data to adjust inventory in patient care areas to minimize waste based on current usage patterns. Operates and maintains complicated pharmacy equipment such as unit dose prepackaging machines, automatic dispensing machines, IV compounding machines and other pharmacy devices. Able to troubleshoot the equipment and the technology platforms/databases per user privileges. Reports adverse drug events (ADE), near misses, and medication errors and participates in quality improvement initiatives to promote patient safety. Participates in quality improvement activities in all areas of the pharmacy. B. Dispensing Reads and interprets prescriptions or medication orders, obtains proper medication or material in the proper strength and dosage form, determines proper amount and counts, pours or measures the medications; affixes proper label; and records required data. After a final check by a pharmacist, dispenses medication in ambulatory care or discharge situations. For unit-dose medications, performs final review of medication when prepared by another technician, to be dispensed to inpatient areas (med-carts, ward stock). Inventories and replenishes emergency carts with appropriate medications and supplies. Accurately and efficiently prepackages medications. Compounds and fills a range of drugs to be checked by a pharmacist including sterile and non-sterile compounded preparations, special formulations, narcotics, investigational drugs, chemotherapeutic or immunologic agents, etc., in both outpatient and inpatient areas. Adequate quality assurance procedures shall be followed as applicable. Applies all standards of sterile compounding (USP <800>, USP <797>) practices when preparing nonhazardous or hazardous sterile compounds including appropriate cleansing and garbing procedures. Assures appropriate drug storage, including medications brought into the facility by patients. Ensures drugs dispensed are completely and correctly labeled and packaged in full compliance with Federal rules and regulations. C. Controlled Substances Transactions Accurately interprets, fills, and prepares medication orders with appropriate medications for pharmacist verification. Documents all controlled substance-related transactions as indicated by VA and DEA guidelines. Assures that inventory counts are correct. Complies with all laws, regulations, directives, policies and procedures applying to the dispensing, storage, transfer, inventory, and accountability of controlled substances. Assists inspectors with the inventory and accountability inspections. D. Educational Provides education to health care providers when appropriate. Maintains knowledge in the area of practice. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Education or Experience: None required. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Pharmacy Technician, GS-7: Experience: Candidates must possess one year of experience equivalent to the next lower grade level (GS-6). Experience includes: Knowledge of Federal and state laws related to pharmacy practice. Knowledge of preparation, storage and distribution of medication products including those requiring special handling and documentation. Ability to use pharmacy information systems or operate pharmacy dispensing equipment. Knowledge of basic inventory procedures. Ability to communicate with patients and staff and direct questions to appropriate personnel. Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: PTCB as a CPhT. OR NHA as a ExCPT. Knowledge, Skills and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work. Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent. Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers. Ability to train developmental pharmacy technicians and students. Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution. Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases. All qualifying experience you possess must be clearly described in your application package.
