Job Title: English Language Learners Specialist and Assessment Coordinator

Reports To: Director of Student Services and Equity Education

FLSA Status: Exempt

EXECUTIVE SUMMARY

The District English Language Learners Specialist and Assessment Coordinator works with the EL/DL Curriculum Facilitator and District ELL office to coordinate District-wide assessments (excluding quarterly common assessments), placement testing for the ELL program, and ELPA summative assessment. This educator also works with teachers and administrators to assist with improving system-wide practices as well as provides coaching and support to teachers in their area of expertise. Their time will be 100% engaged in ELL program development: 50% of the time will be spent in buildings providing coaching and working with teachers, 50% of the time will be spent supporting central office registration, test administration and placement of EL students.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Adheres to Board policies, District procedures, and contractual obligations.

  • Provides coaching and support to classroom and ELL teachers. May include classroom modeling of educational strategies.

  • Ensure that ELL program protocols are followed as outlined in the District’s programming document (LAU Plan).

  • Maintains awareness of best practices in assessing of EL students, and is up to date on current research in the field.

  • Works with the EL/DL Curriculum Facilitator to maintain records of all EL students districtwide.

  • Supports and mentors new ELL teachers in the District.

  • Coordinates testing of EL students, including ELPA, ELL program intake assessments, and/or other state assessments.

    EDUCATION and/or EXPERIENCE

    Minimum qualifications include a valid Iowa teaching certificate, a Bachelor’s Degree from an accredited college or university with a major in education or the appropriate content area and a minimum of three years teaching experience and one year experience within the District. Must possess proper state certification and licensure for position. English as a Second Language endorsement required. Employee is expected to demonstrate continued professional growth specific to the program(s).

    TERMS OF EMPLOYMENT

    The ELL Specialist and Assessment Coordinator retains the regular teaching contract issued in accordance with Iowa Code Chapter 279.

    EVALUATION

    Job performance will be evaluated annually by the direct supervisor.

    COMMUNICATION SKILLS

    Strong written and verbal communication skills are critical to the success of this position. Must possess the ability to communicate effectively with a variety of individuals and groups from all levels of the organization, including teachers, principals, and central administration. Communication will include individual to large group presentations, and communications and reports. Translation skills are preferred. Individual must have effective listening skills.

    FACILITATION SKILLS

    Must be an effective facilitator in a variety of situations. Must have the ability to facilitate group meetings and facilitate large and small group professional development. Group facilitation includes discussion, and group problem solving processes.

    PLANNING SKILLS

    Must have the ability to plan for both the long-term and short-term. Planning should include data analysis, research of best practices, action steps and general logistical support.

    ORGANIZATIONAL SKILLS

    Position requires strong organizational skills. Must have the ability to organize and assimilate information, data, resources, scheduling, and other needs within the program(s).

    ANALYTICAL and REASONING SKILLS

    Individual must have the ability to interpret data, which may be very complex and varied. Must be able to link assessment data analysis to school improvement, curriculum, and professional development.

    TECHNOLOGY SKILLS

    Individual must be competent in research and information gathering through technology. Must also have the capability to collect and sort data through technology. The ability to present and communicate through technology is required, including spreadsheets, power point and web-based information.

    PHYSICAL DEMANDS AND WORK ENVIRONMENT

    Normal office physical demands. May be required to lift up to 50 pounds infrequently. The noise level in the work environment is usually moderate. Generally employee works inside.

    OTHER DUTIES AS ASSIGNED

    Will perform other duties as may be assigned by the superintendent or designee, necessary and appropriate to achievement of the program and/or District goals and objectives.
