Position Summary Information

General Summary

TheWater Quality Response Manageris responsible for support activities to help ensure the production and distribution of safe water for the public while meeting regulations and customer satisfaction. Areas of responsibility include: water quality surveillance, water quality emergency response, response to stakeholder and customer inquiries on water quality issues, source water protection and assessment, and proactive training on water quality issues.

Essential Functions

  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

  • Supervises water quality problem investigations and works with the appropriate staff to identify problems, solutions, preventive measures, and provides written and verbal responses to affected customers

  • Communicates water quality problems, public health impacts, remediation plans, and related laws/codes/regulations to the public in an effective, tactful and courteous manner

  • Manages water quality surveillance operations to include: continuous monitoring of water quality data, customer issues, treatment changes, and service alerts

  • Facilitates and leads Contamination Rapid Response Team ( CRRT ) functions to maintain continuous preparedness status

  • Develops SOPs related to customer response, response to water quality alerts, and CRRT operation

  • Trains or coordinates training of employees to ensure continued water emergency preparedness. Responsibilities include routine proficiency training, alert response procedures, and planning and execution of exercises

  • Manages implementation of water quality surveillance and response programs, including online water quality monitoring, customer complaints surveillance, public health surveillance, laboratory sampling and analysis, and consequence management

  • Implements and manages programs that identify, escalate, and respond to customer water quality issues to protect public health, including continuous surveillance of customer data, setting alert thresholds, and developing response procedures

  • Drives a vehicle to conduct WSSC Water business

Other Functions

  • Serves as WSSC Water’s technical liaison in regional decision-making processes to protect water quality against accidental or deliberate contamination

  • Participates in studies and investigations such as those related to source water protection, water supply, and water treatment; serves as a project team leader as required

  • Participates in the formulation and leads in the implementation of long-range plans for various water quality programs of major importance to the Commission

  • Assists the Water Quality Division Manager as needed, and may perform as Acting Division Manager in his/her absence

  • Performs other related duties as required

Required Knowledge, Skills, And Abilities

  • Experience in water utility emergency surveillance and response planning and implementation

  • Extensive knowledge of theoretical principles, methods, and techniques in the fields of civil, chemical, and environmental engineering

  • Thorough knowledge and understanding of source water protection and assessment, water treatment processes, water distribution, laboratory monitoring, current/pending water quality legislation, federal, state and local laws and regulations governing water quality and environmental compliance

  • Knowledge and ability to process, interpret, and present large amount of complex scientific data related to water quality functions

  • Ability to plan, assign, and coordinate multiple priorities

  • Ability to analyze complex technical problems, evaluate alternatives, and reach sound conclusions

  • Ability to develop and implement work standards and procedures; and understand and implement laws, regulations, policies and procedures

  • Ability to prepare and effectively present highly technical reports both verbally and in writing

  • Excellent interpersonal communication skills; demonstrated ability to communicate with customers in succinct and tactful manner

Minimum Education, Experience Requirements

  • Bachelor’s degree in biology, chemistry, environmental science, civil/environmental engineering, or related scientific field

  • 6+ years experience in water quality operations

OR

  • High school diploma or equivalent

  • 10+ years experience in water quality operations

Additional Requirements

  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

  • Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date

  • Valid Maryland Department of the Environment Drinking Water Sampler’s Certification (must be obtained within 6 months of employment and be retained for duration in position)

  • Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work

Preferences

  • Master’s degree in environmental science, civil/environmental engineering, or related scientific field

  • Experience in water contamination surveillance and response

Salary$104,908 - $178,628
