Responsibilities The primary purpose of this position is to: To serve as a combatant command headquarters lead program analyst and lead action officer, applying program experience to analyze, evaluate issues, develop recommendations and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance or assigned major command program(s) and to resolve substantive problems and issues of effectiveness and efficiency of work operations in USSTRATCOM/JFCC IMD program areas and mission. Specifically serves as analyst for the articulation and development of command requirement processes as well advanced concepts and demonstration. Performs substantive planning, advocacy, and requirements work in support of one or more command programs and missions, such as: strategic deterrence, global strike, space and cyberspace operations, information operations, integrated air and missile defense, combating weapons of mass destruction, and global command, control, intelligence, surveillance and reconnaissance. Additionally supports system allocation, modernization, force management and analysis to include integrating, coordinating, prioritizing, and advocating for USSTRATCOM/JFCC IMD future concepts, mission capability needs, weapon system development, support for emerging technologies and command and control architecture across the mission areas. Supports development of Commander, JFCC IMD (USSTRATCOM) Planning, Programming, Budgeting and Execution (PPBE) and capability acceptance submissions. Applying background experience, analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation in assigned program area. Documents planning and programing decisions in appropriate formats, provides technical guidance, advisor support, to meet JFCC IMD (USSTRATCOM) assigned program requirements. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis, Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My Experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as advocating future concepts; mission capability needs; PPBE; JCIDS; normal acquisition and excepted acquisition programs; conduct of war; mission, flying, and missile defense operations; special operations; or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations and how strategic, operational, and deliberate planning and war gaming supports them. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; PPBE; JCIDS; normal acquisition and excepted acquisition programs; special operations. Knowledge of JFCC IMD (USSTRATCOM) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the application of program expertise as it applies to assigned programs; and assigned missions; Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill in oral and written communications in order to obtain or develop and present information papers, white papers, exercise design, after actions reviews, plans, recommendations, briefings, negotiate complex issues; and maintain good working relationships.
