Summary You will serve as a CONSTRUCTION MANAGEMENT SPECIALIST in the Capital Improvements Business Line of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) currently set at 12.04%. COLA is subject to change without notice. Responsibilities You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts. You will manage the contractor Requests of Information (RFI) and ensure timely responses. You will provide and brief project status to senior personnel within the field office, Installation and Support Commands. You will provide support in preparation of Business Clearance Memorandums for both Pre and Post negotiations. You will provide technical support during contract or task-order negotiations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing administrative work to provide material, services, equipment, and contract support for construction projects; 2) Negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; 3) Oversee maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 4) Utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards.
