Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.
Bachelor’s degree in accounting, Economics, Business Administration, Public Administration, or a closely related field.
Two (2) years of full-time paid experience in a budget analyst role.
Knowledge of creating, analyzing, and reconciling multiple budgets/funding sources.
Experience in working with spreadsheets and financial data management platforms (Excel and SAP ).
Knowledge of applying modern principles and practices of accountkeeping and budget control.
Knowledge of state/university budget process and control.
Knowledge of state/university governmental budget principles and practices.
Knowledge of local and state rules and regulations concerning the maintenance of fiscal records.
Experience in how to gather, analyze, and summarize fiscal data and information.
Preferred Qualifications
Master’s degree in accounting, Economics, Business Administration, Public Administration, or a related field.
Three (3) years of full-time paid experience in a budget analyst role.
Two-three, (2-3) years in higher education.
Job Description
The Administrative Budget Specialist manages and coordinates budget and financial matters for a specific department. This is an on campus position located at the San Marcos campus.
Job Duties
Collaborates with TRIO project directors to develop annual budgets.
Determines whether budget proposals follow regulations at the federal and institutional levels.
Prepares templates for annual budgets to be shared with the U.S. Department of Education and the Office of Sponsored Programs.
Monitors program expenditures to ensure it remain within the annual budgets of each TRIO program and that funds are expended annually as required.
Forecasts and tracks financial results throughout the year to meet budget projections.
Provides project summary status reports to management as required or requested.
Assist in reconciling departmental accounts, and resolving discrepancies as needed.
Analyze complex financial data and reports and make recommendations based on analysis.
Monitor and analyze budget expenses, purchase orders, p-cards, NPOs, materials releases, etc.
Prepares and processes operational documents related to budgeting, purchasing, personnel, payroll, contracts, and travel.
Prepares written and oral reports of findings; Prepares detailed statistical and financial reports.
Advises TRIO Project Directors on Federal and University policy issues.
Maintains records and files as required.
Other duties as assigned.
