Effective July 1, 2024

Compensation Range: $129,974 - $165,958 Annually (Range A); $165,984 - $192,140 Annually (Range B); $192,166 - $201,734 Annually (Range C)

Deputy Director of Programs will be responsible for overseeing all programmatic staff including the Community Investments team ($13M grantmaking portfolio), which includes the grant making and art vendor programs; the Public Art team, which includes the Civic Art collection; the Galleries program; the Capital program; and Civic Design Review. The Deputy Director of Programs will supervise the Director of Community Investments; the Director of Public Art and Collections; the Director of Galleries and Public Programs; the Capital Program Manager; and the Senior Racial Equity & Engagement Analyst.

The incumbent will advance equity through program evaluation, alignment and coordination, community engagement, and oversee grant prospecting and application submission. The incumbent will also prepare essential reports and presentations for the Arts Commission, Board of Supervisors, and other policy bodies. The Deputy Director of Programs will report to the Director of Cultural Affairs. This is largely an internal role with some external duties as necessary.

Positions in this class are exempt from Civil Service appointment (Charter Section 10.104); the Deputy Director of Programs position is appointed by the Director of Cultural Affairs and appointees serve at their discretion.

The Deputy Director of Programs provides executive direction for highly specialized professional functions within the department.  The incumbent in this position makes decisions critically impacting diverse functions of the department, manages organizational changes, and provides direction to Managers responsible for major program areas.

Essential Duties:

  • Oversees SFAC Programs, operational activities, and projects; supervises, trains and evaluates the activities of personnel and coordinates and monitors the work of consultants and contractors working for the SFAC, works with other managers and staff to evaluate and implement SFAC goals, responsibilities, policies and procedures.

     

  • Reviews agendas, documents and minutes of Commission subcommittee meetings and attends full commission and subcommittee meetings.

     

  • Monitors the work of and coaches subordinates to improve performance.

     

  • Evaluates programmatic procedures, identifies and analyzes problems and issues, and implements and documents new policies and procedures.

     

  • Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.

     

  • Prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures.

     

  • Partners with the Deputy Director of Finance and Administration to allocate resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities and community need.

     

  • Assists in developing and implementing operational policies to ensure the efficient operation of the programs.

     

  • Represents the Department on City inter-departmental task forces and committees for program coordination and enhancement.

     

  • May represent the Department before or provide information to commissions, boards, and committees.

     

  • Staff liaison to external groups and stakeholders such as the State-Local Partners (SLP) program

     

  • May serve as Acting Director when Director is travelling or otherwise unavailable.

     

  • Other duties as assigned

Job Related and Essential Qualifications:

  • Knowledge of program administration and senior‐level personnel management.

  • Ability to manage, administer and/or coordinate complex programs and projects; Plan, coordinate and direct work of subordinates and consultants/contractors.

  • Ability to communicate clearly and work collaboratively with a diverse staff, policy makers, community stakeholders, and neighborhood residents.

  • Analyze and report upon operating conditions and problems; recommend appropriate solutions.

  • Deal tactfully and effectively with personnel at all levels and the general public.

  • Conduct analysis of operations and development plans as required.

  • Prepare and present comprehensive reports to internal and external audiences, including Commissioners and elected officials

  • Possess familiarity with San Francisco’s arts and culture community organizations and stakeholders

  • Serve as an agency representative and advocate

  • Possess strong written and verbal communication, active listening and interpersonal skills needed to work with a broad range of individuals successfully

  • Demonstrate self-awareness and active commitment and engagement with others to enhance equity, diversity, and inclusion in decisions and actions.

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university; AND

5 years of managerial experience preferably in an arts and/or cultural institution of which all 5 years must include experience supervising professionals.

Education Substitution: May substitute additional years of experience for up to 2 years of education towards a Bachelor of Art degree.

One year of full‐time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full‐time at 40 hours per week).

Hybrid work culture

We work in a hybrid environment, and you will be expected to work in the office at least 3 days per week and up to 5 days per week as the mission demands.
