Tactical Engineering & Analysis, INC Test Lead in San Diego, California

Overview

This Tactical Engineering and Analysis, Inc. (TEA, Inc.) position directly supports the NIWC Code 53521, Command and Control Processor (C2P) Independent Verification and Validation (IVandV), Link Monitoring and Management Tool (LMMT) and other Joint Test and Evaluation (JTandE) Programs.

Responsibilities

Essential Functions/Job Duties:

  • Works together with their Project Lead/Program Manager with the development of the Test Plan.
    • This includes identifying test objectives, determining methods of evaluation, generating test schedule, determining level of test development and test cases, determining test approach, analysis methods and reporting.
  • Works with the Project Lead/Program Manager to identify scope for test development.
  • Generates timeline and schedule to support all required tasking.
  • Directly supervises the teams test development tasking.
  • Reviews and supervises requirement statusing.
    • This includes ensuring all required entries are accurate and completed.
  • Generates the required test architecture and identifies the required systems to support testing.
  • Able to identify issues or limitations of the test bed in advance or prior to the start of testing to mitigate impact to the test schedule.
  • Manages the daily activities of testing and development to include managing resources, daily tasking, event progress (test and analysis).
  • Acts as the Test Director during test events.
  • Coordinates assets and generates the required lab asset request(s) to support the test event(s).
    • This includes submitting CCRs requesting software/hardware, and de-conflicting assets with other users.
  • Identifies potential impacts for test events or test schedule(s) and reports to the Project Lead/Program Manager.
  • Adept at planning for new TDL systems or capabilities required to be tested.
  • Periodically stands-in as Project Lead, when required.
  • Utilizes common data analysis tools to support the validation, root-cause and trouble shooting of complex issues observed or documented during testing.
    • This includes, but is not limited to DART, WDART, CATS, Varanidae, and MANDRIL analysis tools.

Equipment Used:CDLMS, C2P, LMMT, MLST3, STG, LHS, AEGIS, SSDS, various electronic test equipment.

Typical Working Conditions:

  • US Naval Ship (Non-Hostile)

Essential Physical Tasks:

  • Ability to lift 10 Lbs on an occasional basis.
  • Ability to use a personal computer, keyboard and mouse on a consistent basis.
  • Potential domestic travel 10% of the time by automobile, air, etc. Possibility of occasional international travel.

Written Communications:

  • Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively.
  • Generates and disseminates all reports required by the test program (i.e DSR, Defect Report, Quicklook report, final report) ensuring proper format and content required is maintained.
  • Demonstrates excellent (clear and concise) written communication skills in a technical format, that supports the development of all plans and reports required of the program.

Verbal Communications:

  • Demonstrates excellent clear and concise verbal communication skills.
  • Understanding and able to define required format and content of the various reports (i.e., DSR, Defect Report, Quicklook report, final report) required by the test program.
Qualifications

Skills / Qualifications:

  • Four (4) years of relevant experience to include Tactical Data Link, Naval Combat System Operation, Test and Evaluation.
  • Advance knowledge of the test laboratories (Lab 360 or Lab 120) infrastructure and the system and support systems required of various test architectures.
  • In depth understanding of the capabilities and limitations of the equipment/systems and sub-syste s used for testing.
  • Able to suggest alternatives systems or support systems for the test architecture to support the test objective.
  • In depth understanding of the capabilities and limitation of the tools used for TDL analysis.
  • Advance knowledge of the system requirement documents to support development, execution and analysis phase of the program.
    • This includes, but is not limited to the SRS, SSS, ICD, IDS, MIL-STD, PPS, etc.
  • Advance knowledge of common TDL terminology within the scope of the program.
    • This includes accurately utilizing terminology while communicating verbally or written advance technical concepts.
  • Advance knowledge of TDL messages flow within the systems and test architecture.
  • General understanding of Program level infrastructure

Customer Interface Activities:

  • Suitable inter-personnel and customer service skills required to interface with corporate customers.
  • Ability to effectively communicate with the Customer, NIWC staff, and peer contractor personnel.
  • Demonstrates the ability to conduct and present themselves in a courteous and respectful manner, at all times, when interfacing with the Customer, NIWC staff, and peer contractor personnel.
  • This includes, but is not limited to, ensuring that an employee's conduct, language and appearance is one that is professional and is representative of TEA, Inc.

Project Management / Staff SupervisionTasks:

  • Ability to manage and prioritize tasks to ensure optimum productivity.
  • Provides inputs and supports in execution of all phases of a test program.
  • This includes during the planning, development, execution and reporting of test effort.
  • Ability to support in the planning of a test program to include identifying requirements to support development, execution, analysis and reporting, all satisfying the overall objectives of the program.
  • Supervises the daily task of the team as it may pertain to development, execution and analysis and reporting, against the overall program scheduled and scope.
  • Discusses issues that may potentially impact the overall program/scope/schedule, to the Project Lead/Program Manager as they arise in a timely manner.

Minimum Education Requirements:

  • High School diploma or GED.
  • BS Degree in Technical Discipline (i.e. Mathematics, Electrical Engineering, CS, Physics) preferred.

Required Certifications: None. Security+preferred

Pay Rate:$85,000.00 to $105,000.00 annually, DOE

U.S. Citizenship is required

Security Clearance:

Candidates must have an active clearance OR the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
