Noblis Systems Acquisition Engineer in San Antonio, Texas

Responsibilities

The Federal Aviation Administration (FAA) Voice Switch and Recorder (VS&R) Program Office manages eight different programs that procure and sustain voice switch and recording systems that provide critical, high availability Air Traffic Control (ATC) voice communications within the National Airspace System (NAS). The VS&R Program Office is responsible for acquisition and full life cycle program & system management of operational ATC Voice Communications Systems (VCSs), which includes development of requirements, procurement of new systems, verification, validation, testing, logistics, implementation, deployment, and sustainment/tech refresh of existing ATC voice communications systems.

The Systems Acquisition Engineer will support the FAA Voice Switch & Recorder (VS&R) Program Office in modernizing its Air Traffic Control (ATC) Voice Communications Systems (VCSs) and will provide analysis, acquisition, technical and program management expertise in the following areas: FAA Voice Communications Systems Acquisition, Engineering, Quantitative and Qualitative Data Analysis, Lifecycle Cost Modeling, Cost/Benefit Analysis, Requirements Analysis, Implementation Planning and Risk Management.

The Systems Acquisition Engineer will serve as a principal analytical & acquisition specialist to the Contracting Officer's Representative (COR) for select VS&R programs both prior to contract award (under the Acquisition Management System, AMS) and during implementation. Programs supported may include Air-to-Ground Protocol Converter (APC), Ground-to-Ground Protocol Converter (GPC), and Voice Communication Systems (VCSs). This resource will support the VS&R Program Office through system acquisition and full life cycle management of ATC Voice Communications Systems (VCSs), will include the following activities:

  • Conduct qualitative and quantitative data analyses to aid in decision management and determine most effective implementation strategies and timelines, considering dependencies and desired capabilities.

  • Apply system engineering principles to contribute to review, development and upleveling of technical requirements and conduct alternatives analyses.

  • Lead teams in developing lifecycle cost models and analyses, including creating complex cost estimates, performing risk analyses, running cost/benefit analyses, and conducting discounted cash flow analysis to create financial metrics (e.g., NPV, IRR, and payback period) as required by the AMS.Determine Aquisition Program Baseline (APB) milestones to be tracked during program implementation, including the cost baseline, schedule milestones, and technical metrics.

  • Analyze safety risk management inputs as required by the AMS and evaluate potential impacts of safety issues.

  • Apply engineering principles to analyze program requirements, validation strategies, and implementation plans, providing consistency among deliverables to meet AMS requirements and coordinating with responsible teams and stakeholders to update as needed.

  • Coordinate and collaborate with VS&R schedulers with a focus on mitigating potential and realized schedule delays to maintain program milestone dates.Write and review risks, issues and opportunities (RIOs), including risk mitigation steps to minimize impacts.

  • Collaborate with the Program Office Technical Team through system requirements development, industry/market research, source selection, system verification/validation, system implementation and full system life cycle planning and management.

  • Aply technical knowledge throughout the phases of the Systems Engineering lifecycle, leverage Project Management experience and collaborate with client stakeholders to ensure successful project/program execution.

Required Qualifications

At a minimum, the candidate must possess a master's degree in Engineering, Modeling & Simulation, Computer Science/Engineering, or a related field and 16+ years of relevant experience that includes working with FAA ATC voice communications systems.

The candidate should possess several of the following knowledge, skills, and experience:

  • Knowledge of the Federal Aviation Administration, including NAS Voice Communications Systems, Switches

  • Qualitative and Quantitative analysis expertise for decision management and lifecycle cost modeling

  • Experience working with the FAA's Acquisition Management System (AMS)

  • Ability to determine Acquisition Program Baseline (APB) milestones to be tracked during program implementation, including the cost baseline, schedule milestones, and technical metrics.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
