JOB SUMMARY

This position is an essential member of the financial team and assists the Chief Financial Officer (CFO) in performing the day-to-day activities for Utah Transit Authority (UTA). Determines organizational needs of Treasury and assists the CFO by providing guidance and oversight of treasury functions including Revenue Control, Business Planning & Data Analysis, agency investments, and bond program oversight.

Plans, manages, and directs all UTA treasury programs and activities including treasury operations, debt, and the investment portfolio. Oversees day-to-day management of treasury operations and ensures maintenance of sound internal controls over the Agencys cash and securities assets. Ensures security of cash operations and compliance with internal control procedures and policies. Oversees and advises on cash handling, revenue control, and credit/debit fare programs. Experience in pension obligations and the ability to manage debt and bonds, equipment lease programs, and familiarity with re-financing and debt issuance are highly desirable. Manages certain aspects of UTAs Treasury and related financial activities, including cash flow activities, investments, managing investor relations, and managing all banking relationships.

Supports the Chief Financial Officer in their committee duties on the pension committee for UTA by:

  • Monitoring journal entries performed by the pension accounting firm in the pension accounting system and trial balance.
  • Reviewing financial statements integrated into the yearly financials of the Authority for completeness and accurate actuarial information.
  • Serving as a repository for investment statements and audited financial statements.
  • Follow-up on monthly payments of taxes and annual tax reporting to the various states and the federal government with support from the Comptrollers office.
  • Implementing regulatory and compliance changes with the various pension contracts to ensure ongoing compliance.

Implements UTAs investment policy; makes investment decisions consistent with investment policy, all bond indentures, and the Utah Money Management Act in concert with the CFO. Monitors investment and makes periodic reports to the Chief Financial Officer. Manages and maintains UTAs investor website.

Provides guidance, advice and support to the CFO. Ensures internal controls are in place and effective to safeguard financial resources. Provides management and oversight for claims & insurance, fares, and revenue tracking. Assists with financial policy reform and/or updates and supports the finance organization with financial planning and analysis tasks.

Develops and presents technical and administrative reports and studies; therefore, it will be necessary for the successful candidate to effectively communicate complex financial information to a wide variety of stakeholders in a transparent manner and at the appropriate.

Prepares advanced financial statements for operating and capital programs to inform short and long-range planning, analyzes data, monitors local and national trends, economic indicators, and best practices. Develops metrics and dashboard tools to monitor financial health of the Enterprise.

MINIMUM QUALIFICATIONS

EDUCATION/TRAINING:

Bachelors degree in finance or related busi ness discipline. Or equivalent experience. Masters degree or equivalent strongly preferred. Utah Transit Authority reserves the right to estimate equivalent experience.

EXPERIENCE:

Eight 8) years in a treasury function, preferably in banking, plus five (5) years supervisory experience. Public pension experience highly desirable.

Knowledge:

  • Extensive knowledge of treasury functions and operations and related cash handling, financial controls, debt and investment management services

Skills:

  • Strong personnel management and organizational skills, solid verbal and written communication skills, and demonstrated successful time management to oversee and manage multiple priorities.

Abilities:

  • Demonstrated ability to perform both analytical and administrative work including analyzing cash flow of various accounts and managing short-term and long-term business cash flow oversight

Pay Range: $150,000.00 to $18 8,000.00 depending on experience.
