Agriculture, Rural Development Management & Program Analyst in Saint Louis, Missouri

Summary This position is located within USDA, Rural Development, in the Customer Engagement Division, under Business Center-Operations Office and the Servicing & Asset Management Office (SO). The Management & Program Analyst will monitor and provide analytical and evaluative advice and guidance on various complex loan servicing projects that affect the SO's goals and mission. This position is not Remote. Responsibilities Initiates and participates in special projects related to multiple Rural Development programs. Research issues, gathers and analyzes data, and provides reports as necessary. Reviews basic legislative requirements and provides comments to draft legislation. Identifies, reviews, and evaluates program inadequacies. Prepares documents for management officials to be used in discussions with members of Congress, high-level officials of other federal and state agencies, special interest groups and the public. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-12) in the normal line of progression for the position being filled. GS-13: Applicants must possess (1) year of specialized experience equivalent to at least the GS-12 level; or its non-Federal equivalent. Specialized experience is defined as analyzing and evaluating the effectiveness of program operations; researching and investigating new or improved business and management practices for application to agency programs or operations; assisting in the testing and implementation of solutions; planning, developing, and implementing a variety of operational and administrative initiatives; working with senior analysts on developing strategic vision for annual goals and long-range plans of operations throughout all organizational units; coordinating management initiatives, determining administrative management and program support trends and weaknesses; advising necessary corrective actions as needed to improve operating effectiveness. There is no substitution of education for experience at the GS-13 grade level.
