NATURE OF WORK:
Under minimal supervision is responsible for work of considerable difficulty in the administration and development of public library programs, staff development, strategic planning, and other projects as assigned by the Library Director.
TYPICAL DUTIES:
Assists with planning, organizing, directing, and coordinating all activities of the library district. Establishes priorities, coordinates, and implements short and long range planning, interprets policies, and addresses problems and complaints that cannot be resolved at a lower level. Supervises the preparation of reports and collection of data. Assists with preparation of annual statistical reports. Maintains proper records.
Supervises entire staff of library district either directly or indirectly, including the employment, retention, promotion, transfer, and termination of library personnel consistent with approved personnel policies, rules and regulations. Assures proper training for staff, defines staff responsibilities, establishes lines of authority and delegates work to library staff. Ensures the fair evaluation of all personnel. Responsible for assisting with budgeting and purchasing functions of the district.
Consults with staff to develop and implement programs, procedures, and technologies to improve public and technical services. Evaluates the effectiveness of library collections and services in relation to the communities changing needs. Assures that staff is responsive to the needs of the public, and serves the public in a courteous and professional manner.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the administrative, managerial, and financial practices needed to direct a multi-branch library system. Good analytical and organizational skills. Familiar with grant-writing and the administration of grant funded programs. Good communication skills. Basic accounting skills, ability to adhere to written policies and procedures, self-motivated, able to work independently, comfortable with public speaking, and able to administer budgets. Ability to work effectively with County Manager, County Departments, Library District Board, staff and public. Knowledge of applicable federal and state law.
