Summary This position is located in the Office of the Chief Information Officer (OCIO), Data, Information Management and Enterprise Governance (DIME). The supervisor is Dafna Silberfeld This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208. Responsibilities The successful candidate will serve as the principal technologist managing various aspects of the Agency’s IT financial operations (FinOps). This role includes management of enterprise cloud computing financial operations, along with support for other FinOps-related activities including analysis in support of vendor licensing models, hardware/software acquisition strategies, and Return on Investment (ROI) for IT development projects. Overall work to support cloud computing FinOps includes ensuring the optimization of NRC’s IT investments and information management practices to continuously enhance the cost-effective delivery of cloud computing services in the context of developments in the external IT environment; keeping current with such developments and exploring opportunities for their effective implementation within the NRC enterprise; and participating fully with senior-level NRC leadership in the planning, executive direction, analysis and operation of the enterprise cloud computing services. Such duties include but are not limited to: Serves as the primary administrator of the Agency’s enterprise cloud computing FinOps program and provides advice to the CIO and Deputy CIO on policy and implementation strategy to optimize cloud cost and operational efficiency. Partners with the cloud architect, cloud engineer, and other development and operations teams to understand current cloud spending, and delivers accurate forecasts based on business drivers, system roadmaps and the agency Strategic IT roadmap and collaborates with partners to continuously identify cloud cost optimization opportunities and drive strategic cost-savings initiatives that improve cost control. Leads in the creation and maintenance of internal documentation on FinOps, cost optimization, and onboarding processes and works with development and operations teams to define workflows that allow teams to implement self-serve reporting, automating critical metric reporting, and recommending enhancements that simplify budget execution and formulation processes. In collaboration with the CIO, develops a culture of cost accountability among teams by staying updated on cloud's evolving service offerings, trends, pricing models, and driving the implementation of Finops standard processes to enhance efficiency and provides authoritative expert support for various requests such as cloud billing and cost inquiries. Other work to support additional FinOps activities includes, but is not limited to, analysis and recommendations related to cost-effective options for utilizing large vendor software licensing models, analysis and recommendations for cost-effective hardware and software acquisition strategies, and support of Return on Investment (ROI) analysis for various, proposed IT development projects. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: Knowledge and experience analyzing and leveraging cloud operational and financial data to optimize enterprise cloud services. This includes applying best practices associated with cloud services and associated technologies in cloud operations, development, security, and operations. Knowledge and experience in the preparation of comprehensive analyses and reports to produce relevant insights from large raw datasets within cloud billing and usage tools, data lake, etc. Demonstrated ability to work with other managers and staff in different functional and mission organizations to develop, implement, and operationalize enterprise cloud computing strategic plans, policies, guidelines, procedures, and standards. Advanced skill in oral and written communication skills to effectively convey and present the most complex and detailed information of a technical and\or policy nature to colleagues, peers, senior management officials, and representatives of other institutions, agencies, or organizations to achieve cooperation and consensus among parties with diverse and often conflicting viewpoints or objectives. Knowledge and understanding of applicable federal IT laws and Office of Management and Budget (OMB) policy such as OMB Circular A-130, NIST Federal Information Processing Standards and guidelines, and GSA guidance included in the Federal Information Resources Management Regulation (FIRMR). SPECIALIZED EXPERIENCE is defined as Significant, broad-based knowledge of IT including cloud computing, infrastructure, platforms, development, operations, and support. Comprehensive knowledge of the wide variety of databases utilized in cloud computing spaces such as SQL/no SQL, Big Data and relational/non-relational data stores; expertise in effectively utilizing public cloud financial and cost management tools; experience acquiring licensing and services from large IT vendors; and experience with Federal budget formulation, budget execution, and contracting processes.
