Summary This position is located in Health Resources and Services Administration, Office of Operations, Office of Information Technology, Business Office. The duty location for this position is in Rockville, MD. Responsibilities This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations. As an IT Project Manager you will be responsible for planning, leading, and carrying out complex projects for the development of IT systems and solutions in support of HRSA OIT projects. Your major duties and responsibilities will include: Ensures IT projects and contracts are integrated within the overall program IT requirements, schedule, budget, and reporting mechanisms; remain on time and within budget constraints; and meet high IT quality standards in terms of both development and non-development portions of projects. Creates charters, project plans, business cases, requirements documents, statements of work (SOW), risk management plans, cost estimates, and other documentation to support the project and describe overall project scope, schedule, and business benefits/value. Coordinates with various committees and functional groups to develop business and technical requirements and management plans for projects and contracts, provide outreach activities, measure milestones, and develop standards for performance measurement. Performs Contracting Officer's Representative (COR) duties for federally funded contracts, such as professional services, equipment, maintenance, and software/hardware licenses. QUALIFICATION REQUIREMENTS: To qualify for this position you must possess IT related experience and/or training that demonstrates that you possess each of the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SELECTIVE FACTOR: Applicants must possess a Level III Federal Acquisition Certification as a Contracting Officer's Representative (FAC COR III) and must be current with Continuous learning and training required to maintain the certification. Please refer to the FAI Employee Task Aids for assistance in obtaining the required documentation MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for position at the GS-14 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-13 include performing the following types on a regular and recurring basis: Developing acquisition plans that include discussion of acquisition strategy, discussion of required approvals and clearances, selection of contract type, and development of milestones. OR Providing technical advice and guidance on a wide range of federal contracting methods and contract types to plan and carry out pre-award and post-award IT contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. CONTRACT MANAGEMENT - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. ACQUISITION PLANNING - Develops and guides program management through a comprehensive plan for fulfilling acquisition needs in a timely manner and at a reasonable cost in accordance with Federal and Departmental regulations, policies and procedures.
