About the Position: This position is located with the Army Sustainment Command, SPO Transportation Services Division, Rock Island Arsenal, IL. This is an obligated position. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Responsibilities Perform planning for the organization by analyzing mission assignments, establishing program objectives and developing current and long-range plans for accomplishment of assigned functions. Coordinate and facilitates development and implementation for operational and organization systems plans and actions. Provide guidance concerning existing problem areas, identifies best practices and advises on plans for incorporation of efficiencies and lessons learned command-wide as feasible and appropriate. Provide technical guidance, staff direction and input for ASC LRC transportation services and operations; (NTV/TMP Management, HHG/Personal Property, Passenger Travel and Freight-Cargo). Conduct assessments of transportation programs/support (automated programs, Federal Government and DoD guidance). Review operations to determine problems and implements changes necessary to meet objectives. Monitor, review or perform a wide variety of complex transportation services studies to develop more efficient methods. Prepares and presents briefings/documents to senior Command personnel with Army Sustainment Command (ASC) and to higher headquarters personnel such as Army Material Command (AMC), Department of Army (DA), or other Army Command (ACOMs). Identifies information requirements; gathers, organizes, and maintains information and determines its importance and accuracy. Integrate strategic planning documents or other command policies and procedures in support of daily tasks or actions. Conduct assessments to analyze operational reports and major problem areas to develop program improvements. Communicate/coordinate withe ASC, AMC, HQDA, MACOMs and external agencies. Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience at the next lower grade (GS 11), which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Participating in studies to identify problems areas of transportation program; reviewing operational reports to make recommendations for improvement of the transportation program; interpreting transportation, logistics, and traffic management policies/regulations to ensure compliance of the program. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. When a temporary promotion is terminated, the employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay. When a temporary promotion is to an organization in a different command, the losing and gaining activities must agree to the temporary promotion and decide in advance which activity will assume responsibility for placement of the employee when the temporary promotion ends. If no decision is made, the employee will return to their permanent position of record. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour. Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
