Summary About the Position: Serves as a Human Resources Specialist (Recruitment & Placement) assigned to Cyber Civilian Human Resources Service Centers (CHRSC). Responsibilities Advise managers and supervisors on staffing requirements, resources, and problems for customers. Prepare or complete necessary documents and case files on personnel actions. Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers, to foster understanding and acceptance of CHRA findings and recommendations. Explain regulations, procedures, and determinations to inquiring employees, candidates, and supervisors. Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions. Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide authoritative HR management advisory and technical services on complex and wide-impacting customer functions and work practice. Execute recruitment and placement, and related programs for assigned organizations. Specialized Experience for GS-11 level: One year of specialized experience which includes: 1) interpreting civilian human resources laws to provide comprehensive advisory services on operational staffing functions; 2) advising management on recruitment methods and strategies; 3) and consolidating and analyzing data from civilian human resources automated systems to create quality human resources products (such as: job analysis, vacancy announcements, referral lists, etc). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field. OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12 level: One year of specialized experience which includes: 1) interpreting civilian human resources laws or guidance to provide comprehensive advisory services on operational staffing functions; 2) providing quality review of human resources work products (e.g., job analyses, vacancy announcements, referral certificates); and 3) reviewing administrative/technical operational human resources procedures and making recommendations to ensure maximum efficiency of operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: HR Information Systems Application Oral Communication Problem Solving Staffing and Recruiting Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-11, must have 52 weeks at the GS-09 (or equivalent). For the GS-12, must have 52 weeks at the GS-11 (or equivalent). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
