Overview

This position is within the Earth and Biological Sciences Directorate (EBSD) which leads novel and necessary research in three core areas: Atmospheric and Climate Sciences, Biological Sciences, and Environmental Molecular Sciences. The contributions of EBSD staff are many as we continue to elevate the impact of PNNL's science mission: to understand, predict, and control the complex adaptive systems underlying the science behind Earth, energy, and security.

Responsibilities

The Environmental Molecular Sciences Division (EMSD) within EBSD is currently seeking an Experienced Mid-Level Financial Coordinator. The primary responsibilities of the successful candidate are to provide business and project management support for groups and activities in the EMSD including the Environmental Molecular Sciences Laboratory Operations project and other projects within the Division. This position serves as a resource to the Group Leads, Team Leads, and technical staff to ensure objectives are achieved and carried out consistently in the following areas of project/program management. The successful candidate will support projects throughout their life cycle. The successful candidate, with general oversight, will be expected to assist in support of the Project Managers by initiating and guiding the logistical activities associated with project management (financial and contract management, subcontracts, procurements, etc.). The successful candidate will work alongside the other professionals in the division to identify opportunities and risks associated with group activities, identify possible resolutions, and work with appropriate management to resolve.

Routine external contacts include vendors, collaborators and counterparts at universities and other institutes, program and grants management at federal agencies, DOE-PNSO, DOE Headquarters and other clients. Routine internal contacts include contracts, sales, acquisitions, finance, quality assurance, and environmental health and safety, security and safeguards. In additional, the successful candidate will work with the overall Division, Group Leaders, Team Leaders, Project Managers, Technical Staff, LTEs, and Administrators to carry out tasks. This is a non-exempt position.

The successful candidate will:

  • Provide support for the business management of projects for the EMSD.

  • Proactively participate in a high level of teamwork across a diverse set of staff and activities.

  • Construct time-phased budgets, work schedules, work breakdown structures, and cost account plans.

  • Develop detailed project control plans, statements of work, and other types of planning documents.

  • Develop, maintain, analyze, and provide monthly budget reports to Project Managers and external clients, if required. Prepare in-depth analysis of project status to assess risk that might jeopardize Pacific Northwest National Laboratory relative to cost overruns or failure to meet client milestones and deliverables.

  • Write capital acquisition requests, manage the accrual process at year end for assigned projects, and manage project closeouts.

  • Become familiar with the general technical aspects of the projects to make informed decisions required to complete the tasks.

  • Generate baseline FTE and budget requests for the annual business planning process in conjunction with the Group Leads, developing plans for group project and overhead budgets, and analyzing group expenditures and impacts of budget changes.

  • Support division staff in Department of Energy Office of Science (DOE-SC) and National Institute of Health proposal development and submission.

Qualifications

Minimum Qualifications:

  • MS/MA or higher -OR-

  • BS/BA and 2 years of relevant financial experience -OR-

  • AA and 12 years of relevant financial experience -OR-

  • HS/GED and 14 years of relevant financial experience.

  • Qualifying experience in financial support of budget management, financial analysis, and tracking & reporting of cost and spend may be considered.

Preferred Qualifications:

  • Experience in financial reporting, budgeting and forecasting.

  • Experience in grant or proposal coordination.

  • Possess knowledge of government contracting principles, finance and accounting principles including proposal submission for DOE-SC and NIH.

  • Initiative and proactive approach to tracking operational, contractual, financial and business management requirements and financial status for the group.

  • Ability to understand and communicate to others EMSL, PNNL and Battelle policies, procedures, organizational structure, and financial, contractual and management systems; DOE organizational structure; institutional relationships; funding procedures; and other policies and procedures.

  • Able to identify potential problems/areas for continuous improvement and recommend solutions; use discretion and good judgment; independently make decisions; positively interact with a wide variety of PNNL staff and clients of all levels; resolve and/or advise management on a wide range of administrative issues; provide training and guidance to less senior or new staff when necessary.

  • Excellent oral and written communication skills.

  • Able to demonstrate proficient use of standard office equipment; proficient use of MS Office Suite including Project controls software; prioritize work, and coordinate calendars/schedules; be responsible for commitments and action items. Must understand office support functions and possess the ability to effectively apply procedures, work independently, and direct workflow of others as appropriate.

Additional Information

This position is on-site or hybrid with at least two days on-site per week. Hybrid staff are expected to be available on-site when business needs require it, typically within a day’s notice and their off-site work location enables them to commute to campus as needed.
