Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as an Acquisition Analyst with responsibilities of developing performance work statements and other contract requirements package documentation for various types of complex contracts and other procurement actions. Responsibilities Develops acquisition objectives and milestones to obtain the contracted services within the timeframe demanded for the particular project. Advises on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements, and delivery order processes including all phases of contract administration. Attend meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems. Perform in-depth research of procedures, policy, and regulations to provide technical advice to management and project managers. Monitor the procurement process from pre-award to final delivery requirements. Keeps abreast of procurement status and takes necessary actions to correct problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience that includes: 1) Developing Performance Work Statements (PWS) or Statements of Work (SOW); 2) Creating Market Research Reports or coordinating input for Independent Government Estimates; and 3) Evaluating criteria for various complex procurement actions to develop contract strategies. This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Communications Contracting/Procurement Planning and Evaluating Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
