COUNTY OF BERKS Deputy Administrator (Children & Youth Services Department) in READING, Pennsylvania
POSITION SUMMARY:
The Deputy Administrator assists the Children and Youth Administrator by providing administration, supervision, planning, and managerial support and assistance within the department; and to act on behalf of the CYS Administrator in his/her absence.
POSITION RESPONSIBILITIES:
Essential Functions
The duties and responsibilities of this position include, but are not necessarily limited to:
- Oversees the Program Managers, provides supervision to them, and writes their performance evaluations.
- Participates in personnel and employment issues, including but not limited to interviewing, hiring recommendations, disciplinary actions, and performance evaluations to ensure consistency.
- Develops, recommends, and implements policy and procedure, and program changes.
- Assists with complaints as they are received from the community and/or Southeast Regional Office (SERO) and responds as warranted and track data.
- Participates in the regulatorily required hours of training per year.
- Assists with preparing annual Needs Based Plan and Budget.
- Analyzes federal and state regulations/legislation to determine applicability and implement new mandates.
- Serve as the liaison for Right to Know requests.
- Provide supervision to the Educational Coordinator or serve as the liaison to the agency/organization contracted to provide the educational services.
- Attends Pennsylvania Children and Youth Administrator's Association (PCYA) conferences.
- Other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE:
- Master's degree in Social Work, Social Welfare, Public Administration, or a closely related field.
- Seven years of progressively responsible experience in the field of social services or child welfare, with administrative or supervisory experience in a children and youth social services program agency.
- Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
- Valid Pennsylvania driver's license.
- FBI, State police and ChildLine clearances
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
- Have an excellent understanding of the PA Juvenile Act, the Child Protective Services Law, Department of Human Services (DHS) Regulations, McKinney-Vento, and ESSA.
- Skilled in diplomacy, courtesy, and interpersonal relations, particularly with understanding school districts and the Agency relations.
- Extensive knowledge of community resources.
- Have excellent problem-solving skills.
- Ability to complete clear, concise written and verbal communication as related to record keeping, court testimony, service planning, dealing with community professionals, etc.
- Strong writing skills are necessary.
- Computer literacy, including familiarity with spreadsheets, as needed to maintain required documentation.
- Organization and time management skills to meet competing demands for client contacts, record keeping and related duties.
- The ability to maintain confidentiality of all Agency information.
- The ability to gather and analyze information in such a way that consequent judgments maximize the safety of children and minimize unwarranted intrusion into family privacy.
- Thorough knowledge of child development and family dynamics.
- Flexibility and energy to meet the unpredictable and emergency nature of caseload demands.
- Attitude of cooperation to enhance team functioning within the unit and to contribute to overall Agency goals.
- Physical presence in the office is required.
- Ability to handle stress.
PHYSICAL DEMANDS:
Work involves standing, walking, sitting, lifting, carrying, talking, hearing, using hands to handle and feel objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee must occasionally lift and/or mov up to 15 pounds fifteen feet or less.
