Jacobs Senior Project Manager - Education/Buildings (US Virgin Islands) in Raleigh, North Carolina
An exciting opportunity to join a multi-disciplinary team working on one of the largest Disaster Recovery Programs in the United States. You will be part of an expert team working with local communities across the US Virgin Islands, supporting the Office of Disaster Recovery in building safe, resilient & thriving communities by completing key recovery projects to transform and strengthen the Territory’s infrastructure. The USVI ODR, a division of the Virgin Islands Public Finance Authority, has entrusted us with the critical task of managing and supporting federally funded recovery projects across the U.S. Virgin Islands. Our work will involve overseeing the reconstruction of key educational institutions, all of which were severely impacted by Hurricanes Irma and Maria in 2017.
We're looking for an experienced and collaborative Senior Project Manager to relocate to either St. Thomas or St. Croix to support the delivery of a multi-billion-dollar disaster recovery program. Based at the client site in the US Virgin Islands, you’ll be responsible for managing the project team and the overall project delivery, but also for the management of the project development from conception through completion in accordance with program objectives. You will manage and provide oversight and facilitate resolution to complex project related challenges.
As the onsite Owners Representative, you’ll be responsible for ensuring not only the progress and technical performance of a project, but also the material management, schedule, cost, scope and safety of the team. By developing and delivering on project scopes, budgets, reports, contracts, and schedules, you’ll help our team achieve our client’s objectives. Responsibilities
Responsible for overall project delivery (cost, schedule, quality, information, contracts) on multiple project assignments
Manage project development from programming through completion in accordance with program objectives
Responsible for overseeing the PM with managing and administering contract agreements for project consultants, contractors and vendors.
Develop bid packaging strategy, together with Project Managers and Sector Lead.
Provide support to PM in managing pre-bid and post-bid meetings, production of boilerplate construction contract and expedites client execution of that contract.
Assist Program Director, Sector Lead and PM in managing all budgets, schedules, scope development, design and construction contracts, documents, procedures and controls for assigned projects.
Assist Project Managers and Project Engineers (as applicable) with inputs and maintenance of cost information using the cost management system developed for the Program.
Responsible for overseeing the PM in the design review and cost estimate review processes in conjunction with DM feedback and support.
Support the PM in the reviews and approval of A/E invoices and contractor pay applications and change orders.
Responsible for overseeing the PM in attending meetings or assigning staff to cover weekly job progress meetings; ensure timely issuance of meeting minutes during design and construction by A/E team and contractor respectively.
Responsible for overseeing the project delivery team for overall relationship with client campus administrative leadership to ensure collaboration, minimal educational disruption, cooperation and communication in occupied school sites.
Support PM in managing the permitting process to confirm A/E submission for AHJ compliance and the finalization of the Certificate of Occupancy from the AHJ.
Responsible for overseeing the PM in managing other non-school specific functions (commissioning, soil investigations, etc.)
Coordinate information requested by auditor.
Conduct weekly project update meetings with assigned Project Managers (PM).
Oversee procurement and bid recommendation process
Review and approve all A/E contract amendments. Provide direct oversight on the final A/E amendment for project closeout
Attend and report to client during the weekly owner meetings
Assist the Sector Lead in the writing of policies and procedures.
Serve as the liaison between Program Director, Sector Lead, and subordinates.
Oversee the Project Managers in managing the Risk Mitigation Plan / Safety Management Plan / Project Execution Plans / Relationship Plans.
Oversee the Project Managers in managing the interface between project delivery and funding.
Review Key Performance Indicators / Site Visit Reports submitted by PMs.
Responsible for reviewing and preparing reports to the client.
Responsible for issuing Performance Improvement Plans and documenting employee performance.
Responsible for the successful execution of all other tasks necessary to support the Program.
Bachelor of Science in an Engineering discipline, Construction Management, or Architecture
15+ years of experience as a Project Manager in an Engineering, Environmental or Construction organization with increasing responsibility
Experience managing projects of $120 million* Advanced working knowledge of contract management, pre-design, pre-construction, renovations, demolition, and new construction building systems/components and technology
Experience with various the disciplines, trades and systems related with an emphasis on full project delivery
OSHA 30 Certification
Excellent communication and presentation skills to effectively communicate complex project information to varied audiences
Clear and analytical approach to problem solving and decision making
Strong people leadership skills along with building and maintaining client relationships
Willing and able to relocate to the US Virgin Islands of St. Croix or St. Thomas - relocation will be offered
