Department of Public Safety

The work unit exists to provide central police communications for CMHIP which includes police dispatching and accessing the CCIC/NCIC database, emergency fire and ambulance 911 notifications, medical personnel notifications for routine and emergency situations. It monitors burglar, fire, duress and other alarms. It routes incoming and outgoing telephone communications for CMHIP and other various agencies on the CMHIP grounds.

Description of Job

This position exists to execute internal and external communications between institution police, medical staff, ward staff, 1200+ employees and other sources in order to establish a functional and safe environment for CMHIP patients and staff.

Job Duties:

  • Receives and records emergency and routine police complaints.

  • Must calm caller to obtain information.

  • Clarifies, confirms, and analyzes the situation to determine course of action.

  • Adapts guidelines to fit individual situations.

  • Must select best course of action where several exist.

  • Transmits information to police officers utilizing dispatch radio.

  • Listens for verification of officer’s safety to determine if more help is needed.

  • Weighs importance of calls to prioritize them.

  • Accesses CCIC/NCIC data base for officer safety purposes.

  • Provides telephone switchboard assistance to CMHIP and other campus agencies by collecting information from incoming, outgoing, and internal calls to determine where to refer them.

  • Explains system to employees and patients.

  • Places all long distance operator assisted calls manually.

  • Logs various telephone calls.

  • Acts as information regarding telephone numbers.

  • Reports and logs telephone trouble for repair service.

  • Determines severity of problems and escalates reports to next level as required.

  • Follows up for resolution.

  • Monitors, answers, and responds accordingly to the Institutes 911 emergency telephone regarding fires, life threatening medical emergencies, escapes, and dangerous patient situations.

  • Must listen and calm caller to obtain necessary information.

  • Determine level of response. Locate/notify appropriate response team.

  • Continuously assess situation to determine if more assistance is required until end of emergency.

  • Must make critical decisions immediately as to priority of assistance.

  • Receive and respond to monthly drills to maintain proficiency.

  • Locates personnel through paging systems.

  • Alphanumerically pages units and individuals during disaster drills and emergencies.

  • Maintains and updates alpha page system.

  • Conducts weekly testing of alpha page system for quality assurance purposes.

  • Monitors and responds appropriate personnel to fire, duress, burglar, laboratory, and oxygen alarm systems.

  • Verifies situation, notifies appropriate response team and records information.

  • Analyzes situation to determine level of response.

  • Monitors weather alerts and relays severe weather to Institution via e-mail or page.

  • Initiates fire alarm for Building 125.

  • Conducts monthly testing of duress and burglar alarms for quality assurance.

  • Monitors and distributes restricted key sets to authorized personnel.

  • Provides general clerical office assistance as it pertains to the work unit.

  • Creates and deletes in employee computer location system.

  • Assists in training of beginning level employees.

  • Responds to emergency preparedness situations.

  • Must make critical decisions immediately regarding response to various situations and notification processes.

  • This position will be required to assist per recommendations from the Appointing Authority and/or Supervisor, should other duties within reason arise. Such as covering all shifts (0700-1500, 0800-1600, 1500-2300 and 2300-0700).

  • Other job duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualification:

  • One (1) year of experience in Public Safety Emergency Communications Dispatching

Substitution:

  • Completion of an authorized Communication Training Officer Program or equivalent will substitute for the required experience.

Conditions of Employment:

  • A pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions, it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges. Additionally, you will be required take and pass a drug screen.

  • Must successfully pass a TB (tuberculosis) Test.

  • Shift Work: 7am – 3 pm; 3 pm – 11 pm; 11 pm – 7am

  • Required to report without delay or interruption to provide essential or emergency

services to ensure health, safety, and welfare.

  • This position will be paid biweekly.

  • Potential to be pulled to another shift to cover a shortage.

  • May travel locally or statewide to attend training or meetings.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.

  • Effective September 20, 2021, this position will require documented proof of full COVID-19 vaccination. New employees will be required to provide attestation to their status with proof of vaccination within thirty (30) business days of hire.

Preferred Qualifications:

  • Experience in Public Safety Communications Dispatching

  • Previous operation of a digital trunked radio system

  • Familiarity with CCIC/NCIC query and entry

  • Current or previous OSN for CCIC/NCIC access

  • Large facility telephone switchboard operation experience
