    About the Responsibilities

    The Water Control Dispatcher I/Trainee performs the real-time centralized dispatching operation of the Central Arizona Project (CAP) under the direct supervision of a Water Control Dispatcher. The purpose of this position is to train to become a Water Control Dispatcher by learning how to control the CAP water and power system in order to assure an uninterrupted supply of water to all users. The trainee is instructed and coached on the day-to-day duties of a Water Control Dispatcher. This position will remain in a mentor-student relationship until the incumbent has demonstrated proficiency in system operation and passed all required tests. All work is accomplished with oversight from Control Room personnel.

    Some of the duties include:

    1. Controls the flow of water throughout the CAP aqueduct system. Controls the flow and distribution of customer water, while maintaining system integrity. Starts and stops pumps and pump/generation units. Operates control structure gates and turnout structure gate positions and flows using a SCADA system. Controls water and power production of Waddell Pump/Generating Station at Lake Pleasant. In the event of an emergency, evacuates to a remote site and operates the entire aqueduct system in accordance with the Emergency Response Plan.

    2. Monitors over 20,000 SCADA points including electrical and mechanical parameters of pumping and power generation units, aqueduct elevations, checkgate and turnout structure gate position and flow parameters and all other electrical/mechanical conditions. Monitors six Underground Storage Facilities flows and equipment. Monitors security for all pumping plants, check structures and turnout structures in order to prevent or avert damage to equipment and ensure system reliability.

    3. Contacts and coordinates with both CAP personnel and outside agencies in order to make needed repairs or replace faulty equipment anywhere in t he system.

    4. Interprets various data to determine its validity and significance in order to properly initiate immediate action to control the aqueduct and preserve the integrity of the system and the safety of all personnel.

    About the Qualifications

  • Associate's degree plus five (5) years of relevant work experience including two (2) years working with electrical, mechanical, high voltage equipment, protection schemes, pump and generating units, and/or hydraulic valve and gate systems; OR, a high school diploma/GED plus seven (7) years of relevant experience.

  • Working knowledge of the principles of hydraulics.

  • Working knowledge of the principles of power generation and distribution.

  • Math skills for equation solving related to water measurement, dimensional conversion calculations and power consumption.

    Required Certifications or Licenses: Valid driver's license and a good driving record.

    Preferred Qualifications:

  • CONTROL ROOM EXPERIENCE.

  • Experience operating water storage, conveyance and distribution systems with SCADA.

  • Experience operating interconnected power systems with SCADA.

  • Experience operating a distribution system (oil, gas, water).

  • Experience operating and routing water through aqueduct, pumping plant, hydroelectric power plant, reservoir, check gate and turnout systems.

  • Working knowledge of the procedures to follow in emergencies.

  • Knowledge of and/or experience with safe switching procedures (lockout / tagout).

  • Knowledge of the capacities and operating characteristics of pumping and generating plants.
