Position: Health and Development Program Adviser
Location: Cambodia
Monthly Remuneration: AUD $12,000 - AUD $14,000 plus location allowance and housing allowance.
Duration: 12 months with the possibility of an extension of up to 24 months

The Opportunity:
The Health and Development Program Adviser will provide strategic oversight, technical leadership and management of Australia’s health and social protection portfolio in Cambodia, as outlined above. They report to the First Secretary (Human Development) and are supported by the Senior Program Manager (Health) and the Program Manager (Social Protection) based at the Embassy, as well the technical and program management assistance, including DFAT's Global Health Division and Specialist Health Service (SHS).
The Adviser will ensure Australia’s support for health and social protection aligns with the strategic priorities for each sector, as well as Australia’s strategic interests. They will focus on strengthening the implementation and alignment of our activities under the health and social protection portfolios. This includes bilateral, regional and global programs.
The successful applicant will need to be able to lead on the relationship management with Royal Government of Cambodia (RGC) and stakeholder, engage in policy dialogue and continue to prosecute and shape opportunities in these sectors in response to Cambodian and Australian priorities. The role will require strong partnership skills and an ability to work constructively with and understand the different approaches of development partners, including to progress Australian interests through multi-donor project governance arrangements.
Specific Duties:
Key roles and responsibilities will include:
Bilateral Health and Social Protection Programs (50%):
Leading the health unit at Post, including managing and supporting the Senior Program Manager (Health) to lead and contract manage HEQIP-2 ($30 million, 2022-26) and ensure synergies with Cambodia Nutrition Project (CNP) ($USD3 million, 2022-26), deliver Improving Social Protection and Health (ISPH) project and successor social protection investment, and oversee the inputs of short-term advisers
Leading the engagement and coordination with a range of health and social protection partners including WB, GIZ, WHO, FAO and UNICEF including participating in the Health Partners Group (TWGH secretariat) and serving as a rotating co-chair (with WHO) of the donor coordination group
Ensuring that the relevant programs at Post, as well as the Global Health Division (GHD) and geographic divisions in DFAT Canberra are aware of implementation progress, key developments and risks
Leading the coordination of DFAT official visits for the health and social protection sectors (e.g. preparing briefings and public diplomacy activities).
Building and maintaining strong relationships with key government counterparts, including the Ministry of Economy and Finance, General Secretariat for National Social Protection Council, National Payment Certification Agency, Ministry of Health counterparts and National Committees for Sub-national Democratic Development Secretariat (NCDDS).
Policy Engagement (30%)
Providing strategic guidance to Post on engagement with RGC’s health and social protection policies (e.g., Universal Health Coverage roadmap, digital transformation, 4th National Health Strategic Plan and Primary Healthcare Booster Implementation Framework).
Undertaking related policy and public diplomacy work for improved health service delivery in Cambodia, including working closely with colleagues engaging on social protection, disability, ending violence against women and social accountability.
Providing strategic advice to Post management on opportunities to drive the policy agenda in each sector, strengthen our engagement or relationships, leverage synergies across the portfolio and investment, and draw in senior engagement.
PHR and Global Health Programs (10%):
Coordinating, managing, performance monitoring and reporting on PHR and global program work in Cambodia
Acting as the Cambodia health focal point for regional and global program teams, working closely with GHD and Canberra- based Cambodia Country Focal Points.
In coordination with the managing area in DFAT Canberra, represent Australia as an Alternate Member of the Country Coordinating Mechanism (CCM) for the Global Fund to Fight AIDS Tuberculosis and Malaria
Performance and quality (10%)
- Working collaboratively with Aid Effectiveness Adviser in the Embassy to oversee DFAT performance and quality processes across the health program including oversight of aid programming processes (e.g., financial, contract, risk and fraud, and performance management).
Key Requirements:
At least 10 years of health, health systems strengthening, governance and/or social protection programming experience in an international development context.
Familiarity with the principles, priorities and policies of the Australian Development program and previous experience working with DFAT or partner government in a similar capacity.
Demonstrated ability to build and maintain relationships with external stakeholders to achieve outcomes and manage risk, including government, implementing partners and other development partners.
Experience in a representative role in relevant networks such as an in-country donor coordination group.
Demonstrated experience working constructively with local staff, including the ability to mentor, and partners.
Experience in shaping strategic thinking and gaining consensus for the policy direction in a developing country context.
Strong aid and program management skills, including overseeing program implementation, and undertaking monitoring and evaluation.
Postgraduate degree in public health, international development, or another related field.
High-level report writing and written communication skills.
Excellent representation skills and a demonstrated ability to liaise with multiple, diverse stakeholders, and build and maintain strong relationships with key stakeholders.
Ability to exercise a significant degree of independence while collaborating with colleagues across the Health and Social Protection networks and within the Embassy.
Strong understanding of gender equality and disability- inclusive development principles and practices.
Understanding of climate change and health and locally led development
Strong leadership capacity including mentoring and guiding staff.
Ability to lead drafting of briefing and reporting materials, as well as program management and administrative tasks.
Knowledge of key development challenges in Cambodia and/or Southeast Asia and a strong understanding of how investment in the health sector contributes to inclusive development outcomes.
Fluency in English.
Demonstrates cross-cultural competence, values diversity, and treats all people with dignity and respect.
Knowledge of the role and project implementation modalities of the multilateral institutions (particularly the World Bank but including UNICEF, WHO etc.) working in Cambodia’s health sector.
Previous experience working with DFAT or an Australian government agency.
