Job Description Summary

The Co-Responder Program Manager reports to the Director of Special Services and provides high level support to students, faculty, and staff who have experienced incidents of harm sensitive in nature, such as sexual assault, domestic/dating violence, and stalking and harassment or who have been impacted by a critical incident.

The Co-Responder Program Manager oversees and coordinates the newly created Co-Responder Program, a program pairing clinical social workers with Penn police to respond to mental health related matters and to provide on-scene clinical support for critical incidents. The Co-Responder Program Manager collaborates with relevant campus and area partners for coordination of the program and ongoing training and supervision of the Co-responders; with the University of Pennsylvania Police Department for shift scheduling and synchronous on scene support.

The Co-Responder Program Manager plays a key role in responding to individual crises and collaborates with other departments to support Penn affiliates in distress due to crime/incident of harm, or other critical incident. In this capacity, Co-Responder Program Manager provides individual support, advocacy, and referrals to resources.

Additionally, the Co-Responder Program Manager will, at times, represent Special Services in collaborative meetings with both University of Penn and regional support offices and play an active role in developing supportive short-term case management plans.

This position is categorized as essential personnel and serves on-call (24 hours/7 days) and will require some nights and weekends.

The hours for the position will be 10am-6pm with a flex night which will be 1pm-9pm depending on departmental needs.

Job Description

Job Responsibilities

Supervise and coordinate the Mental Health Co-Responder program. Inclusive of creating and facilitating ongoing training, supervision of the co-responders, and coordination with partner offices to schedule and support the program.

Crisis intervention: Help coordinate the operational response for emergencies involving Penn affiliates. Collaborate with Penn Police, Wellness, HR, Chaplain, EAP, and other relevant offices when there is a concern for an affiliates safety or the safety of others. When necessary, communicate with parents, families, or designated emergency contacts regarding emergencies.

Ascertains immediate needs and provides support services to victim/survivors of sexual violence, domestic/dating violence, and stalking and harassment by providing options counseling and referral to resources. When appropriate, assists the victim/survivors in developing and implementing a safety plan.

Collaborates with the University of Pennsylvania's resource and support centers, academic schools and centers, Human Resources, and the Employee Assistance Program.

Collaborate with the Director to enhance Special Services' data collection, identify trends, coordinate development of multidisciplinary responses to emerging community issues, and evaluate outcomes of programs and interventions.

Serves as an active member on Penn's Critical Incident Stress Management Team; responds to the campus community in the wake of an incident that negatively impacts the institution or its constituents.

On a rotating basis, reports to campus in the evening hours and on weekends in the event of a rape or sexual assault, a Penn affiliate sustaining serious bodily injury as a result of criminal victimization, accident, or natural disaster; ensures proper notifications are made to University officials; maintains confidentiality whenever possible.

Provide safety education to the Penn Community through general and specialized safety programing/presentations.

Targeted Pay Range: $51,824.00- $90,000

  • Bachelor of Science and 3 to 5 years of experience or equivalent combination of education and experience is required. Master's degree in social work or clinical practioner is preferred.
