Office of the Secretary of the Army Supervisory Program Manager (Congressional Travel) in Pentagon, Virginia

Summary About the Position: Serve as Supervisor, Program Manager, Office of the Chief Legislative Liaison for the Secretary of the Army; managing and coordinating a wide range of sensitive, confidential, and complex tasks which are of direct interest and concern to the member(s) of Congress, Professional Staff Members of the House and Senate Committees, Secretary of Defense, and Secretary of the Army. Responsibilities Maintain oversight for the direction and management of all phases of the organization's travel program. Handle varied and simultaneous ongoing correspondence, each at different stages of completion, covering diverse functional areas. Serve as the Subject Matter Expert and Point of Contact for the Travel Management Company (TMC), the Defense Travel Management Office (DTMO) and the Defense Travel System (DTS). Direct and assign work to subordinate employees. Analyze written correspondence and telephonic requests to determine pertinent issues, extent of research required, and sources from which to obtain information and facts to provide comprehensive replies. Authorize and approve for the Sec Army, use of all congressional travel funds and reimbursable funds for over 4(four) million dollars annually. Review funding expenditures for compliance with regulations and policies. Track Travel Funds using the General Fund Business Enterprise System. Specialized Experience: One-year specialized experience equivalent to the GS-13 grade level in the Federal service which includes utilize knowledge of travel regulations, laws, and/or policies to assist in the development of the Program Objective Memorandum (POM); utilize analytical techniques such as cost benefit and/or value judgments to recommend changes to problematic travel issues; plan, evaluate and/or coordinate administrative support required to execute the travel program; and conduct long range planning by allocating resources devoted to the travel program.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Customer Service Interpersonal Skills Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. One year supervisory probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) 57 Career Field position. Mandatory Training Requirement - If the selectee has not completed a federal civilian supervisory development course within the past three years, he/she must complete the Army Civilian Supervisory Development Course within one year of appointment. As a supervisor, you must comply with the Army Civilian Education System (CES) course and timeline requirements. The Supervisory Development Course (SDC) must be completed within one year of placement into a supervisory position and then completed as a refresher course every three years.
