THE POSITION

Are you interested in a career that allows you to utilize your investigative skills? The Bureau of Labor Law Compliance, at the PA Department of Labor & Industry is seeking a Labor Law Investigator to monitor and enforce Pennsylvania's laws that protect workers' rights. This position executes these responsibilities by providing employees and employers with information about the state laws through public education programs, conducting inspections and investigations, resolving disputes, and initiating prosecution against employers for violations which cannot be corrected through the administrative process. DESCRIPTION OF WORK

As a Labor Law investigator, you will be conducting audits and investigations regarding enforcement of 13 state labor laws to ensure compliance. These include Construction Workplace Misclassification Act (Act 72), Prohibition of Excessive Overtime in Health Care Act (Act 102), Child Labor Act, Minimum Wage Act, Wage Payment Collection Law, Prevailing Wage Act, Medical Pay Law, Apprenticeship and Training Act, Equal Pay Law, Industrial Homework Law, Personnel File Inspection Act, and Seasonal Farm Labor Act, Act 75 and any Regulations promulgated under each. You will have the opportunity to utilize your exceptional communication skills when working with staff regarding current investigations and when representing the Commonwealth in prosecutions. Work includes, but may not be limited to:

  • Receiving and screening complaints

  • Conducting audits of payroll records, timecards, and related materials as well as detailed interviews of claimants and business owners

  • Facilitating conferences with claimants and employers

  • Educating contractors, organizations, employees, and public officials of the requirements of the laws and on recent legal decisions affecting the application of such laws

  • Requesting documents and pertinent information from employees, employers, and invested parties to complete audits and investigations

  • Preparing detailed reports of investigations

  • Collecting physical evidence and eyewitness accounts to prepare for prosecution

  • Inspecting businesses or projects to investigate for potential violations of minors in employment

  • Traveling to business locations for investigation and audit tasks

    Work Schedule and Additional Information:

  • Full-time employment, home headquartered.

  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch.

  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of technical investigative or construction and trades experience and an associate's degree in a field related to investigative or construction and trades work;or

  • One year of technical investigative or construction and trades experience and a bachelor’s degree;or

  • An equivalent combination of experience and training.

    Additional Requirements:

  • You must live in must live in one of the counties of primary assignment and be willing and able to travel to: Tioga, Lycoming, Union, Snyder, Northumberland, Montour, Columbia, Sullivan, Bradford, Susquehanna, Wyoming, Luzerne, Schuylkill, Berks, Lehigh, Carbon, Lackawanna, Wayne, Pike, Monroe, or, Northampton.

  • You must be able to perform essential job functions.

    Preferred Qualifications (not required):

  • Driver's license, which is not under suspension

  • Ability to communicate in a language in addition to English

  • Experience enforcing labor standards or labor and employment laws

  • Experience with conducting investigations or working in construction and trades, business management, financial services, accounting, or conflict resolution

  • Conferred degree in a field related to investigative work construction and trades, business management, financial services, accounting, or conflict resolution

  • Experience testifying at administrative or court hearings
