ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES
MINIMUM QUALIFICATIONS
PHYSICAL DEMANDS AND WORKING CONDITIONS

Under the general direction of the Emergency Management Director, protect Sarpy County and its communities by coordinating and integrating activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.

SUPERVISION EXERCISED Provide general direction and guidance to emergency workers and volunteers.

Review, revise, develop, and implement emergency guidelines, plans, policies, and procedures ensuring adherence to current federal, state, and local regulations. Coordinate disaster preparedness, response, recovery, and mitigation activities. Ensure primary and alternate emergency operations centers are properly maintained and fully operational. Coordinate crises management activities, monitor and maintain emergency alert and warning systems, and effectively communicate emergency information to the public. Develop and maintain effective working relationships with county officials and staff; other local, state, and federal governmental partners; non-profit groups; faith-based and community organizations; businesses; schools and academia; and media outlets. Facilitate the delivery of emergency management and homeland security related training courses and classes to first responders and public officials. Promote family and individual emergency preparedness by participating in public outreach campaigns and events. Design, organize, conduct, and evaluate exercises that test emergency guidelines, plans, policies, and procedures. Recruit, train, exercise, evaluate, and coordinate emergency management volunteers. Maintain departmental records, databases, equipment, and other resources. Develop resources in support of emergency management. Participate in budget development, research grant opportunities, prepare grant applications, and monitor grant awards. Act on behalf of the Director when the Director is unavailable. Report to assigned worksite with regular, predictable, and consistent attendance. Maintain the ability to respond afterhours, including holidays and weekends, in the event of or threat of an emergency or disaster.

Peripheral Duties Attend meetings, seminars, conferences, trainings, and exercises at the local, state, regional, and national level. Assist other emergency management programs with disaster preparedness, response, and recovery activities as requested or directed. Perform other duties and tasks as assigned.

Education and Experience Bachelor's* degree in emergency management or a related field. Two (2) years of professional emergency management experience. *Approved combination of education, training, and/or work experience that would provide equivalent knowledge, skills, and abilities may be considered and substituted for the stated education and/or experience.

Special Requirements Must possess a Certificate of Achievement for completion of the Professional Development Series (PDS) from FEMAs Emergency Management Institute. Must possess or obtain within the first two years of employment, the State of Nebraska Basic Certification in Emergency Management. Must have and maintain throughout employment a valid Drivers License, as well as meet eligibility requirements of acceptable driver standards as defined by the County.

Necessary Knowledge, Skills and Abilities Considerable knowledge of the principles of Emergency Management Working knowledge of the Nation l Incident Management System (NIMS) Working knowledge of all applicable federal, state, and local laws and regulations Working knowledge of, and ability to use, computers and MS Office software as well as customized software Skill in developing and conducting presentations Ability to exercise considerable discretion and independent judgment Ability to prioritize emergency situations and implement protocols within time constraints Ability to analyze multiple datasets and draw conclusions Ability to determine the priority of operational workloads and projects Ability to maintain composure and navigate stressful situations Ability to communicate effectively, in English, both verbally and in writing Ability to operate equipment including, but not limited to, multiline phone, computer, printer, scanner, fax, copier, 800 MHz handheld and mobile radios as well as a four-wheel drive vehicle

Work requires physical activity including frequent periods of sitting/remaining stationary, reaching, walking/moving about, and operating/manipulating equipment as well as occasional standing or remaining upright, bending, and stooping. The incumbent must possess the hand-eye coordination and manual dexterity necessary to operate and manipulate equipment (e.g., use hands to finger, handle, or feel objects, tools, or controls). The employee must occasionally lift and/or move items weighing up to 50 pounds.

Required sensory abilities include vision and hearing. Visual abilities, correctable to normal ranges, include close, distance, and color vision as well as depth perception and the ability to adjust focus. Communication abilities include the ability to talk (verbal exchange) and hear within normal ranges.

Work is performed indoors in an office setting as well as outdoors in varying weather conditions. Outdoor work involves exposure to temperature extremes, high humidity, adverse weather conditions, dirt, dust, and loud noise. Hours of work include days, nights, weekends, holidays, on-call, and occasional overnight travel. Work may be fast paced when dealing with emergencies, multiple priorities, and/or time constraints. Noise levels typically range from quiet to moderate.
