Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit qualified candidates to positions in the competitive service. About the Position: This position is to fill a vacancy within the PEO STRI International Program Office located in Orlando, FL. This is a Foreign Military Sales (FMS) position; to be competitive the applicant should have at least one year of FMS case development, execution, and experience in previous positions. Responsibilities Serves as Assistant Program Manager responsible for managing foreign military sales systems through advanced development, production and fielding. Exercises management control of all functional inputs to the program. Develops plans for accomplishment of assigned projects. Analyzes the impact that contemplated budget revisions, proposed adjustments, legislative changes, economic trends or directives from higher echelons may have upon projects and take positive action to minimize adverse effects. Establishes priorities, maintains and controls all project activities and takes necessary action to ensure that all program and security assistance milestones are met or that workarounds are in place to counteract schedule problems. Identifies problem areas and determines and directs action necessary to accomplish the project plan and objectives. Maintains liaison with appropriate representatives of DA, industry, supporting organizations and involved foreign governments to assure up-to-date awareness of the planning of all actions. Oversees coordination between assigned program(s) and other systems. Maintains direct channel communications with system users and the user community. Attends high level conference and meetings with representatives of DoD, DA, foreign governments and other commands and agencies. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1) Planning and managing new systems development, production and fielding; (2) Directing a systems acquisition program to ensure cost/schedule/performance goals are met; (3) Evaluating the work of personnel from contractors and other supporting activities to approve, disapprove or modify data (i.e. reports, drawings, specification, configuration changes, etc.); (4) Providing advice, and/or assistance to senior PM personnel on any products assigned (such as resources, budget revisions, project milestones, financial objectives, etc.). The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent). This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Back to Basics: Practitioner (formerly Level II): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management-A) certification within 60 months as of entrance on duty. This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AOC) within the timeframe associated with the position's SCW certification level: SC Acquisition Management (AOC)-Intermediate Level--1 year (Basic); 3 years (Intermediate); 5 years (Advanced); and--Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program. One year trial/probationary period may be required. TERM appointment Can be extended to a maximum 6 years. May be made permanent without further competition.
