Purpose and Scope:

The Director, Health Economics & Outcomes Research (HEOR) therapeutic Area (TA) is accountable for oversight and leadership surrounding the development and management of a portfolio of health economic, comparative effectiveness, real world data, patient reported outcomes and epidemiologic initiatives that support the Medical Affairs – US (MA-US) regional strategy for in-line and development compounds.

The leader will be accountable for supporting each product team within the therapeutic area by providing expertise in the above-mentioned areas that generate clinical and economic data to support the medical value of Astellas products. This position requires proficiency in effective matrix leadership of cross-functional teams. Specifically, this individual will:

  • Ensure that health economic and outcomes projects are medically relevant, scientifically valid and appropriately planned, resourced, executed.

  • Establish effective communication with all internal stakeholders to understand and support the HEOR needs of the business; and

  • Collaborate with external stakeholders & HEOR experts to ensure that Astellas sponsored HEOR initiatives are clinically relevant and support the needs of patients, health care providers and payers.

Essential Job Responsibilities:

  • Support the Senior Director, HEOR in developing and implementing MA-US TA research strategy

  • Assist HEOR Senior Director mentor and develop a high performing team through development of in-house talent

  • Provide oversight of HEOR expertise and input for projects/initiatives, protocol development, regulatory documents, scientific publications, and independent research proposals within therapeutic area for both in-line and development products

  • Oversee the assessment and interpretation of project data in a clinically relevant context to support data needs for the company’s portfolio

  • Drive Medical Affairs/HEOR business planning process that is aligned with the therapeutic area/product strategy

  • Develop and communicate a robust understanding of products in development, the competitive landscape, US healthcare market, evolving medical practice standards and advances in HEOR assessments/data

  • Work with appropriate internal and external stakeholders to develop clinically meaningful quality controls, performance metrics, outcome assessments, analysis plans and publications relevant to HEOR data generation activities; including serving on governance committees to review and approve HEOR projects in compliance with all applicable internal and external regulations

  • Represent Astellas on appropriate MA-US/HEOR issues at regional and national forums, conferences, and professional associations, including monitoring and communicating activities by such bodies to internal stakeholders

  • Build strategic collaborations with Astellas regional HEOR/HEOR colleagues to advance HEOR initiatives globally as appropriate

  • Serve on or lead intercompany regional and global committees within Astellas as appropriate

  • May review new product licensing and acquisition opportunities for marketed and late-stage compounds as it relates to HEOR and Medical Affairs - US

Quantitative Dimensions:

The Director, HEOR leads the development of a portfolio of economic, epidemiological and clinical outcomes research designed to inform the medical value proposition for Astellas products throughout their life cycle. They are responsible for collaborating with internal and external stakeholders across multiple products within a therapeutic area to provide HEOR expertise, assessment and management. The Director will be accountable for managing resources and priorities across assigned area of responsibility. This includes executing projects across multiple products within the therapeutic area. They will develop and implement objectives and strategies to support product plans and are responsible for managing the budget within their area of responsibility. The results produced by the Director must be scientifically sound and in compliance with applicable regulations.

The Director oversees this work with minimal supervision.

Organizational Context

The Director, HEOR reports to the Senior Director, they will have multiple cross-collaborative project teams and matrix responsibilities within the assigned MA therapeutic area. The Director will collaborate with the following colleagues:

  • MA-US: Executive/Senior/Medical Directors; Directors/Associate Directors, HEOR

  • Global MA: Global Medical Directors, Governance committees

  • Regions: Senior Directors, HEOR; Directors/Associate Directors, HEOR

  • APGD: Senior Directors, HEOR; Directors/Associate Directors, HEOR

  • Commercial/Health Systems: Senior Directors, Directors/Associate Directors

  • Other: Senior Directors, Directors/Associate Directors Government Affairs

  • External: Astellas partners, Vendors, Key External Experts

Qualifications

Required

  • Advanced Degree (PharmD, PhD, MD) with consideration for MPH or other advanced degree in

  • Life Sciences, HE or Epidemiology with relevant advanced industry experience

  • Minimum 5 years related experience in outcomes research, health economics, clinical research, epidemiology, and health policy

  • Demonstrated effective leadership and managerial skills

  • Solid understanding of the interface between clinical practice and outcomes research

  • Expertise in leveraging outcomes data in the appropriate clinical context

  • A collaborative style of working and a strong sense of ethics, compliance and integrity

  • Excellent written and verbal communication skills

  • Demonstrated strategic thinking, problem solving and decision-making skills

  • Approximately 20% travel required

Preferred

  • Preferred 7 years related experience in outcomes research, health economics, clinical research, epidemiology, and health policy

  • Extensive knowledge of US healthcare delivery systems (e.g. accountable care, managed care, pharmacy benefit management, government [Medicare, Medicaid]) and solid understanding of policy issues

  • Demonstrated strong interpersonal relationship and collaboration skills working within cross-functional teams

  • Thorough understanding of FDA, PhRMA, OIG, and ACCME guidelines as they relate to HEOR and Medical Affairs
