**KAWERAK POSITION DESCRIPTION

Division: Education, Employment and Supportive Services Position Title: Workforce Development Director Position Status: Regular, Full-Time Exempt Status: Non-exempt Pay Scale Grade: 15-16-17 Reports to: Vice-President of Education, Employment, and Supportive Services

The Workforce Development Director will direct, develop, implement, and provide oversight for a broad range of adult and youth workforce development services that advance regional workforce initiatives and connect people to training and employment. The director will develop and cultivate relationships with Kawerak programs, local partners, businesses, industry, service agencies and contractors. Projects include a variety of economic workforce development initiatives, pre-apprenticeship, adult and youth subsidized employment, and on the job training. The Director will seek out additional funding sources to sustain the programs long term.

**Duties and Responsibilities:

  1. Oversee the overall leadership and functions of the Employment Department, including developing, implementing, and managing regional workforce development programs to advance initiatives and ensure the goals and objectives are achieved.
  2. Oversee existing programs, including the state, federal, or funding organization requirements to carry out program operations. Monitor changes in program requirements and implement changes as needed.
  3. Research, prepare and develop new grant applications to secure funding for workforce development initiatives and employment programs.
  4. Provide grants management, develop, and monitor annual budgets, and complete program written narrative, statistical and financial reports.
  5. Direct, supervise, mentor, coach, provide technical assistance to and meet with staff regularly. Develop professional development and training plans with staff and conduct staff evaluations.
  6. Build and cultivate partnerships with Kawerak programs, the tribes, local businesses, employers, community partners, and industry to develop, coordinate and implement regional workforce development initiatives leading to full time employment.
  7. Develop, implement, and manage workforce development programming including subsidized employment, apprenticeships that provide progressive work experience through on the job training.
  8. Develop and manage policies and procedures, internal process guides, applications, and forms for programs.
  9. Provide oversite for participant individual employability development plans, comprehensive services, follow-up, and referrals with program participants.
  10. Evaluate the quality-of-service delivery, program effectiveness, and coordinate changes, as needed. Develop and implement service plans, working closely with organization partners.
  11. Marketing, public relations, and stakeholder engagement (including facilitating meetings, recruiting presentations, workshops, etc.) to promote recruiting applicants, building external organizational partnerships, building relationships with funders and donors.
  12. Work in collaboration with other EESS programs and appropriate entities to promote education, training and employment opportunities for participants. Participate in regular comprehensive case management with team facilitating participant services.
  13. Assist in the planning and coordination for regional outreach events and visits to a variety of educational institutions and community organizations to promote program activities, encourage students in aligned career pathways, and apprenticeship programs.
