Citigroup Business Controls Monitoring and Testing - Director in New York, New York

This Business Controls Monitoring and Testing Director is a senior management level position as the Engineering Software Manager within Citi’s Functions Technology group. This role is responsible for building a Control monitoring and testing solution, that monitors and tests business controls defined per firm’s Risk and Control Self-Assessment (RCSA) platform. Building analytical tools to gain insights from monitoring and testing that can be used for risk reduction is key. Further effective use of AI is expected. We believe that AI can help in the following areas -- well-structured controls/monitoring definitions, creating codified controls and testing, and generating insights .

Responsibilities:

  • Develop a Business Control and Monitoring Solution that facilitates monitoring and testing of controls defined in firm’s Risk and Controls Self-Assessment (RCSA) platform. Following are key features of the platform:

  • The platform supports a Central Testing Utility (CTU) in performing manual and automated testing. When testing is performed outside the CTU, the results are brought in consolidation

  • The platform supports task management and workflow capabilities to close thousands of test/monitoring cases across hundreds of testers.

  • The testing and monitoring results are seamlessly integrated with the RCSA platform ultimately providing feedback on Control Effectiveness

  • Every opportunity to automate manual controls are to to explored.

  • Testing automation platform built using IT enabled Smart Solution (ITeSS) technologies (like SAS, Appain, Boardwalk, Knime, Python), helps CTU staff to efficiently automate testing and monitoring tasks. Large increases in testing automation and execution efficiency is expected

  • Build analytical capabilities that would help the Central Controls business function to derive insights that can be used to reduce risks in firm’s control environment.

  • Leverage GenAI and AI/ML solutions facilitate the following:

  • Aid Testing automation by guiding businesses to define their controls and testing in a codified/well-structured manner.

  • Avoid duplication of controls and monitoring definitions and tools

  • Framework to generate code from structured or codified monitoring definitions.

  • Promote enterprise applications and simplify the architecture landscape. Retire eliminate duplicate functions and demonstrate technology and business efficiencies.

  • Demonstrate controls testing automation through partnership with business, use of right methodologies and tools.

  • Converge towards Cloud Ready platforms with a 3-5 years of product evolution outlook. Towards the end of first year, establish a clear trajectory for a well-engineered cloud ready solutions that adhere to firm’s engineering excellence guidelines. Improved DORA metrics, Release on Demand (ROD), fully automated CI/CD pipeline etc are high priority.

  • Meet with stakeholders, program sponsors, and First & Second line of defense (LODs) to define end-to-end business process, define high level scope and roadmap, and other operational requirements

  • Manage/develop multiple teams of professionals to accomplish established goals and conduct personnel duties for team (e.g., performance evaluations, hiring and disciplinary actions) as well as ensure team adheres to best practices and process.

  • Prepare and present program/projects updates with risks & issues and potential remediation plan to senior management and business leaders

  • Ensure all technology standards are developed, understood and adhered to operationally around the globe

  • Ensure that Citi makes appropriate strategic choices in onboarding, managing and exiting of vendors from the product portfolio

  • Manage a department of multiple teams from various technology disciplines, overseeing planning, performance management/counseling, pay decisions and other personnel actions

  • Provides an environment where Subject Matter Experts can prosper and deliver effectively

  • Oversee the technology budget and manage the budget and forecasts to ensure relevant targets are met

  • Utilize in-depth knowledge of how technology integrates within Citi and of direct competitors products and services

  • Make evaluative judgments based on analyzing information in complicated or unique situations, utilizing multiple sources of information

Qualifications:

  • 15+ years of experience in enterprise application development with full stack technologies.

  • 5+ years of experience in test automation and testing integration functions same or like RCSA related business controls

  • Proven hands-on experience in Java, JEE, Streaming, API, Microservices, Containerization and UX/UI tools such as Angular JS/React, etc

  • In-depth knowledge on data engineering, DB models and architecture in RDBMS, Big Data and other cloud databases such as snowflake, Databricks , etc.

  • Demonstrated experience in delivering Business Analytics solutions.

  • In-depth knowledge of GenAI tools and technologies

  • Demonstrated focus on building fully automated DevOps pipelines, Release on Demand (ROD) and maturing engineering standards

  • Excellent can-do attitude, problem-solving, creativity skills with good critical thinking

  • Strong communication and collaboration skills, with the ability to work effectively with cross-functional teams.

  • Experience in high tech or financial industry is beneficial but not mandatory

Education:

  • Bachelor’s degree/University degree in Computer Science/Engineering or equivalent experience

  • Master’s degree preferred

$170,000.00 - $300,000.00
