Job Description

JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York Bureau City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the

problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Management Orders and Directives Section (MODS) maintains the Department Manual. The design and production, as well as the authorized destruction of Department forms, reports, and other records also fall under the responsibility of MODS. Functions performed by personnel assigned to MODS include:

  • Drafting and publishing all Department directives relating to policy and procedure, e.g., Revision Orders, Operations Orders, Department Bulletins, and selected Personnel Bureau Memos.

  • Revising and analyzing the Department Manual, which consists of the Patrol, Administrative, Detective, and Organization Guides.

  • Responding to inquiries from Department units regarding current or historical NYPD directives.

  • Responding to legal processes relating to Department policies and procedures.

  • Evaluating, designing, and controlling Department forms and record books used by the Department.

  • Updating and maintaining the online Patrol Guide for dissemination on the intranet and the Department’s public website.

  • Maintaining a repository of Department orders and directives.

Employee will assist with maintaining the Department Manual, design and production, as well as the authorized destruction of Department forms, reports, and other records. Employee may also be responsible for performing administrative functions within the office. This will include routing incoming and outgoing communications, filing, maintaining the communications database, etc.

HOURS/ SHIFT:

Monday-Friday; 8:00 AM - 4:00 PM or 10:00 AM - 6:00 PM

Qualifications

  1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee

benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

  1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
