The Trustees of Columbia University in the City of New York Associate Research Scientist in New York, New York

Position Description

Under the supervision of the Director of Strategic Information, the Associate Research Scientist (Senior Technical Advisor-Strategic Information) will provide technical assistance to ICAP country teams and Ministries of Health on enhancing the quality of and building capacity in surveillance, monitoring and evaluation (M&E), informatics and operations research with a focus on building sustainable systems. The Associate Research Scientist (Senior Technical Advisor) will serve as overall and technical leads of strategic information projects to improve systems for routine data collection and surveillance, strengthens data use and dissemination at all levels and provide technical assistance in program evaluation and operations research activities.


* Provides high-level technical guidance to country programs in planning and implementing SI activities (10%)

* Provides technical assistance to country programs on surveillance methods for general and key population, size estimation and sampling approaches for general and key populations; develops protocols and SOPs, and supports other surveillance-related capacity building projects (10%)

* Develops SI strategies, frameworks, plans, logic models, and indicators to assess project performance and impact (5%)

* Develops and adapts standard operating procedures for data quality assurance, reporting, data dissemination, and other routine SI processes and supports their implementation (5%)

* In collaboration with in-country teams, contributes to the timely implementation, accurate and appropriate reporting of project activities and results to funders, including quarterly, semi-annual, and annual progress reports (5%)

* Reviews routinely collected M&E data, provides feedback to country teams, and supports country teams in using findings to improve program performance (5%)

* Provides technical guidance for the use and dissemination of routinely collected data from surveillance systems; dissemination approaches include slide sets, meetings, abstracts, and manuscripts (5%)

* Supports the development of technical assistance and capacity building for proposals being developed by ICAP by reviewing SI-related activities for new and continuing awards and gathering the information required to submit along with the proposals (5%)

* Maintains regular communication with in-country M&E/SI teams regarding work planning and technical assistance. (5%)

* Communicates regularly with New York implementation and clinical staff as well as in-country leadership, presenting key data trends/findings, as well as ongoing and upcoming SI activities and challenges (5%)

* Based on an understanding of the country program and expertise in a technical area, develops and contributes to the development and implementation of program evaluation and other operational research proposals, protocols, data collection tools, databases, SOP, and IRB submissions (5%)

* Leads, collaborates with or assists New York and in-country staff on the development and preparation of abstracts, posters, presentations, and manuscripts resulting from program evaluation and operations research (5%)

* Leads or participates in regular meetings of the SI Specialist working group to keep colleagues up-to-date on recent country-specific SI developments, challenges, and lessons learned. (5%)

* Acts as principal investigator or project lead for identified projects (10%)

* Supervise other staff (10%)

* Perform other related duties as directed (5%)

Education

* Doctorate degree with training in epidemiology

Minimum Requirment

* Minimum ten (10) years of related work experience
