Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) (TITLE 32), Position Description Number D1799000 and is part of the NC ANG, National Guard (235th ATCS/ Position 0087349634). Responsibilities As a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), GS-2152-11, you will perform air traffic control duties in the control tower and radar facility. Operates, trains, and provides preventative maintenance on a host of automated communications and display hardware and software systems that are integral and vital to the operation of the air traffic control facility. Conducts and directs aircraft mishap and hazardous air traffic systems reporting. Provides comprehensive on-the-job training for Air Force and Air National Guard personnel in accordance with Air Force, Air National Guard, FAA, and local policies and directives. Contacts civilian or military individuals or groups from inside and outside the employing agency in a variety of functions, as well as technical personnel employed by contractors and state ANG officials. Requirements Conditions of Employment Qualifications MILITARY GRADES: Enlisted (SrA/E4 to TSgt/E6) GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position SPECIALIZED EXPERIENCE: (Must have 12 months) of experience equivalent to at least GS-9 or GS-10, respectively. Must be a graduate of a formal DoD/DOT basic air traffic control course and be able to obtain and maintain a facility-rating in a single ATC facility (Radar Final Control (RFC)/Ground Controlled Approach (GCA)/Control Tower). A GS-10 is the first level of independent performance of all control functions in non-approach and non-radar approach control terminals. Under general supervision, the GS-10 or GS-11 terminal controller performs regular duties in terminal operations, issuing control instructions to aircraft operating under visual or instrument flight rules or combinations of both. Have some experiences in a military or civilian as an Air Traffic Controller in a single ATC facility-rated control tower air traffic facility. Initiated and issued air traffic control clearances, instructions and advisories to ensure safe, orderly and expeditious flow of air traffic under instrument and visual flight rules. Experienced in conducting ATC facility training. Experienced in briefing shift personnel on runway utilization, airfield conditions and weather/ground activities. Prepared and updated flight following maps. Performed some shift supervision duties in a tactical or fixed tower, radar, or AIC. Experienced work as a tactical air control team (TACT) leader in a tactical terminal control system (TTCS) or have experiences on deployed teams to remote areas to secure and set- up forward area refueling and rearming points (FARPS), LZs, HLZs, DZs and PZs. Maintained current DoD and DOT/FAA publications, ATC facility logs, forms, records and situation maps. Assisted in the preparation of TERPS. Highly desirable: Experience in the ATC career field within the last 12 months (1 year). Fully Qualified in Tower or RAPCON. GCA facility qualification may be substituted for RAPCON requirement per hiring manager authority. For Terminal Positions: Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires: Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; Skill to coordinate plans and actions with pilots and other controllers; and Judgment to select and take the safest and most effective course of action from among several available choices. For all specializations, qualifying specialized experience must have provided the ability to: Arrive quickly at well-reasoned solutions to complex problems; Adjust quickly to different assignments, changing conditions, and workload fluctuations; Remain calm and controlled during and after long periods of tension and fatigue; and Speak rapidly, clearly, and distinctly.
