U.S. Coast Guard Supervisory Instructional Systems Specialist, GS-1750-13 in New London, Connecticut

Summary This position will serve as the Performance Support Department Head for the United States Coast Guard Leadership Development Center (LDC). Responsibilities You will serve as the Performance Support Department Head for the United States Coast Guard Leadership Development Center (LDC). The Performance Support Department’s mission is to increase the effectiveness and efficiency of the Leadership Development Center’s mission. Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include: Planning and conduct evaluations of instructional programs for a specialty area using various methodologies Analyzing course documents, such as lesson plans, curriculum outlines, visual aids, tests, and other training devices Performing studies and analyze the results of complete and full-length training products Developing, review, and revise instructional materials using methodologies such as individualized instruction, job performance aids, videotape/workbook packages Conducting research analysis related to the definition and interpretation of training requirements and the application of education/training principles. Ensuring standardized curriculum design/development processes, tools, and local Standard Operating Procedures (SOPs) are properly aligned with Coast Guard Training System policy and procedural SOPs. Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. Qualifications Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below. AT THE GS-13: Applicants must have at least year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes: Experience applying and developing criteria or requirements for testing and evaluating new approaches and concepts for education or training programs; Overseeing the development of standardized design/development efforts; Measuring and analyzes the effectiveness and efficiency of experimental or extremely complex instructional programs; Developing strategies to accomplish training objectives with a cost saving approach; Providing advice and recommendations regarding the processes used to analyze, design, develop, implement and evaluate both traditional and non-traditional performance improvement interventions such as resident training, simulations and simulators, job aids, electronic performance support systems, websites and e-learning. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does have a positive education requirement.
