MINIMUM QUALIFICATIONS

Education

  • Graduation from an accredited college or university with a Bachelor’s Degree in Technical Writing, Journalism, the Sciences, Communications, Technology, or a related field.

  • In lieu of a Bachelor’s degree, High School or GED, and four (4) years of technical writing experience, in addition to the experience stated below, will be considered

Experience

  • A minimum of eight (8) years of progressively responsible experience in the preparation and writing of technical documents that describe operational and administrative processes and procedures.

Certification/Licensure

  • N/A

Preferred

  • Master’s Degree inEnglish, technical writing, journalism, the sciences, communications, technology, or a related field.

SUMMARY

The Senior Technical Writer is responsible for researching, developing, and updating technical documents, including preventive/corrective safety procedures, operations procedures, instructional manuals, equipment specifications and manuals, and technical/safety bulletins and work instructions, this includes the creation of graphical images, flow charts and diagrams for inclusion in the documentation. The incumbent gathers information from many sources, interacts frequently with subject matter experts and observes operational and administrative activities to document procedures and processes in language that is clear and concise, for a wide variety of safety and operational disciplines. The incumbent leads teams to establish and update operational standards and procedures and maintains historical revision records electronically.

ESSENTIAL FUNCTIONS

  • Researches, develops, and updates technical documents including operation procedures, instructional manuals, technical/safety bulletins, work instructions, checklists, outreach communication materials, and scopes of work for procurement actions.

  • Serves as RTRA Document Controller and manages the life cycle of all RTRA version-controlled documents.

  • Leads development of business-critical documents, and distribution of documents via MetroDocs, RTRA’s electronic document repository, by uploading and/or assigning documents for acknowledgement.

  • Gathers information from many sources including regulatory agencies (i.e., OSHA, FTA, WMATA PTASP, etc.) and interacts frequently with subject matter experts to become familiar with operations functions and issues.

  • Observes operations activities to document procedures and processes in clear and concise language for a wide variety of disciplines.

  • Develops and updates RTRA processes and procedures to conform to regulatory, safety, operations, administrative, and quality assurance requirements.

  • Leads teams and focus groups on policy and procedure revisions and updates.

  • Studies manuals, drawings, web-based data, and other data sources relative to the operations. Reviews drawings, specifications, and mockups to identify technology and operating procedures.

  • Establishes standards for layout and organization of documentation using templates and style guides.

  • Reviews and edits materials written by others and conforms those documents to RTRA standards.

  • Creates graphical images, flow charts and diagrams for inclusion in documentation.

  • Creates documents in many formats: printed, electronic and web-based.

  • Arranges for typing, duplication, and distribution of documents.

  • Identifies and implements procedures and processes for ensuring documents are updated. Implements procedures to streamline the documentation and archival process.

  • Maintains electronic records, including historical data, for all documentation prepared.
