Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.

Job Summary:

Provides guidance to the Labor Relations (LR) Manager, LR Team, Construction Management, Senior Leadership project and office teams in policy interpretation and LR system/process management. Performs research, internal evaluations, assists various administration tasks as related to Labor Relations functional and/or operational needs. #LI-AM3

Job Dimensions:

A. Supervision Received

  • Receives functional and operational supervision from an LR Supervisor or LR Manager.

B. Supervision Exercised

  • No direct reports at this time but exerts leadership and influence indirectly.

C. Contacts

  • Maintains continuous contact with Legal, Timekeeping, Payroll, Automation, Construction Management and Labor Relations team members to ensure work practices are in compliance with LR policies and applicable laws.

  • Maintains external stakeholder contacts with Client and Building Trades Union Halls

  • Maintains continuous contact with Information Systems & Technology (IS&T) program developers for in house developed LR systems.

Major Responsibilities:

  • Coordinates with projects to resolve LR system related issues.

  • Develops/maintains specialized reporting for Project, Client and/or LR management.

  • Develops programming user specifications for system design/maintenance and/or rebuilds.

  • Researches and resolves LR policy related issues.

  • Travels as needed to project, Building Trade Union Halls and corporate/home offices.

  • Work extended hours.

  • Monitor and report industry data using multiple sources including subscriptions, internet research, phone calls, and in person visits.

  • Other duties as assigned.

Job Knowledge:

  • Project management and organizational skills and ability to manage competing priorities.

  • Intermediate knowledge of the Microsoft Office Suite, including but not limited to, Word, Excel, Access and Visio.

  • Knowledge of Etrack, SAP, and/or PowerBI preferred.

  • Broad Labor Relations knowledge in areas of personnel management (e.g., Hires, terms, reclassifications, etc.), Craft Human Resource Information System (CHRIS), Craft Applicant and Requisition System (CARS), and timekeeping systems. Advanced understanding of Bechtel Construction Company (BCC) policies.

  • Understanding of relational databases such as Oracle, System Analysis and Program (SAP), and Microsoft Access.

  • Knowledge of regulations related to areas of Human Resources functions such as hiring, terminating, benefit plan design/administration.

  • Ability to take limited direction and information and create high quality work product to be reviewed by senior management.

Education and Experience Requirements:

  • Level 1- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

  • Level 2- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge, Skills, and Abilities:

Level 1

  • Understanding of creating specialized reports for project and/or LR management.

  • Ability to research and resolve LR related project issues.

  • Basic understanding of IS&T procedures and user specification development.

  • Provide guidance to programmers for LR system development/maintenance.

  • Ability to analyze data and identify trends that impacts LR.

  • Basic understanding of system used to manage construction benefit plans.

  • Basic understanding of relational databases.

Level 2

  • Advanced knowledge of the Microsoft Office Suite, including but not limited to, Word, Excel, Access and Visio.

  • Advanced understanding of the helpdesk support role/customer service role.

  • Understanding of creating specialized reports and metrics for project and/or LR management.

  • Ability to research and resolve LR related project issues.

  • Has strong communication and leadership skills.

  • Advanced understanding of IS&T procedures and LR systems user specification development.

  • Provides guidance to programmers for LR system development/maintenance.

  • Ability to analyze data and identify trends that impacts LR.

  • Advanced understanding of constructions benefit plans and the systems used to manage the programs.

  • Complete understanding of relational databases.

  • Labor Relationship building experience including regular contact with Union halls and representatives.

  • Broad knowledge of Labor Relations policies.

  • Knowledge of the construction industry.
