United States Fleet Forces Command PROGRAM MANAGER (MODERNIZATION) in Naval Base, Virginia

Summary You will serve as a PROGRAM MANAGER (MODERNIZATION) in the COMMAND, CONTROL, COMPUTERS, COMMUNICATION, COMBAT SYSTEMS and INTELLIGENCE (CSI) DIRECTORATE N6, STAFF of COMNAVSURFLANT. Responsibilities You will serve as the CNSL N6 Modernization Program Operations, Plans, and Logistics staff officer, advisor, subject matter expert (SME) and technical expert. You will serve as CNSL direct representative and the Modernization Program Manager for the N6 Combat Systems directorate. You will provide specialized senior subject matter and technical expertise on the oversight and organization of CSI Modernization relative to manpower. You will interpret technical policy, procedures and regulations and provide subject matter and technical expertise and administrative advice and assistance, as required, to resolve problems and maintain continuity of work. You will resolve highly complex and controversial technical and administrative issues and develops policy for guidance in future situations. You will process data to develop displays and standard/ad-hoc Modernization Program reports to support internal CNSL operations. You will identify methods of improving Modernization Program organizational efficiency and optimization of available resources. You will maintain cognizance over Modernization workload, deadlines, priority programs, and training and readiness trends. You will act as functional lead for the Total Ship CS! Interoperability Test (TSCIT) process program. You will ensure CSI management and operations are tracked and analyzed, conducting analytical studies, cost-benefit analyses benefiting the Surface Forces. Requirements Conditions of Employment Qualifications To qualify for the PROGRAM MANAGER (MODERNIZATION), GS-0301-14 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with and mastery of the application of advanced management and organizational principles. Experience and demonstrated comprehensive knowledge of all DOD, DON. OPNAV, USFFC, CNSL, NAVWAR, and NAVIFOR mission goals and objectives. Experience and comprehensive knowledge of ship depot maintenance to plan and advise on logistics requirements relative to installed C5I equipment. Experience and comprehensive knowledge of Intermediate/Depot Maintenance Activities and Regional Maintenance Centers (RMCs) structure and procedures for repair and alteration planning and execution of ship depot maintenance on installed C5I equipment. Experience with and expert knowledge of the interrelated programs/processes required for the maintenance of major surface ships and their combat systems, from introduction into the fleet through their useful life. Experience and broad knowledge of ship depot maintenance programs, funding cycles, management information systems, and industrial resource capabilities to identify CNSL N6 material requirements. Experience with and an expert ability to plan, organize, and direct work of the directorate and other technical and subject matter specialists in related fields. Experience and mastery level skill in oral and written communication techniques to develop information and position papers as well as develop and present information convincingly to audiences). Experience at the Command level in the Surface Warfare Community.
