United States Fleet Forces Command LEAD CONTRACT SPECIALIST in Naval Base, Virginia

Responsibilities You will serve a Lead Contract Specialist in the CVN Support (Code 427), Amphib Contract Admin (Code 430), Contracts Department (Code 400), of the Mid-Atlantic Regional Maintenance Center located in Norfolk, Virginia. You will perform post-award functions on contracts awarded internally or assigned to the command for full contract administration by other DOD departments or agencies under the DOD plant Cognizance Program. You will provide lead duties to approximately 5-6 employees (i.e, GS-12s and interns), articulate, and communicate to the team assignment, project, problem to the solved, priority events, milestones, and/or program issues under review and deadlines. You will monitor contract technical performance over the life of the contracts and issue correspondence or other direction to contractors to resolve problems. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements, (see Education section), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience utilizing contract methods and cost and price analysis principles, procedures and techniques sufficient to analyze, evaluate and/or participate in the negotiation of various elements. *Experience implementing the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS), Navy Marine Corp Acquisition Regulations (NMCARs), NAVSEA Contracting Handbook contract law and legal precedents, and other regulations governing cost and fixed price ship repair contracts. *Experience applying business and industrial operations including production processes and production capabilities, estimating, and cost accounting methods and standards as it relates to contracting procedures and regulations. *Experience utilizing oral communication skills necessary to conduct pre-award and post award conferences, scoping conferences, negotiation sessions, and mentor and train subordinate employees and interns. *Experience applying principles of acquisition strategy sufficient to develop and implement a plan to procure a program of highly specialized critical ship repairs which have direct national defense application and ship readiness. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Basic Requirements for GS-13 and Above: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. You must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
